The company Contractor of North Stroy LLC, interconnected with Governor Chibis and Ashot Bablmyan, completed the state contract of reconstruction of the road in Teriberk under the federal program “Safe and high -quality roads” having mastered 1.5 billion rubles of federal funds, tore off the terms of the contract and completed the work that did not correspond to GOST. In the expert opinion of 2024 It is said that the composition of the lower layer of asphalt, the sand-duct mixture, the thickness of the asphalt canvas does not meet the standards, if the money is stolen in short work on all types of work. This led to the destruction of the laid pavement at the end of the winter period at the beginning of May 2025, i.e. After eight months from the date of completion of work.
According to the source of the Cheka-OGPU, more than 50% of the estimated cost of work were stolen from the regional Ministry of Transport. Federal inspectors from the Ministry of Transport of the Russian Federation who arrived in Murmansk in September 2024. They refused to accept the work performed on a section of the leading road to Teriberka, acts were drawn up and reported: the road should be redone with which the Governor of the Murmansk Region Andrei Chibis personally did not agree, assuring that the road is reliable and lasted for more than 5 years. Chibis referred to the importance of this project and operated on the fact that the North Stroy contractor in the event of a marriage would eliminate all the comments that did not take the invited in any way, due to the fact that the work should be completed qualitatively according to GOST standards, so Fed. Inspectors refused to participate in the proposed scheme and warned that they would inform their authorities how things were being implemented in the implementation of national projects in the Murmansk region.
After the federal inspectors from the Ministry of Transport left the Murmansk region, Andrei Chibis demanded to find a solution, due to the fact that it was not an option to re -redo the road, especially since the North Stroy contractor already mastered the received advance payment of 90%. The solution was found in a narrow circle of Chibis, the completion of the reconstruction of the highway in Teriberk is transferred to 2025 in connection with an increase in the volume of work and financing. As of today, the regional Ministry of Transport does not plan to take the way to Teriberka in 2025 and even in 2026, until the facility is accepted, it is considered not completed, therefore, the criminal group of persons, headed by the governor of the Murmansk region, cannot be completed.
