In Khanty-Mansiysk there is an organized criminal group that has extended its influence to all cities of the district. For many years, the organized crime group has been committing contract killings, extortion, and kidnappings. According to the Cheka-OGPU, since the 2000s, a prominent representative of the OPS in power has been Vladimir Semenov (former head of the administration of the Nefteyugansk region, and now deputy chairman of the Duma of the Khanty-Mansi Autonomous Okrug). He is personally closely connected with representatives of the criminal world – thief in law Azat Akhmadeev (Pioneer), now living in Germany. Even closer to the “right hand” of the Pioneer Ruslan “Bolshoi” (power bloc, murders, kidnappings, extortion), as well as assistance in voting in the elections to Semenov.
Since 1998, high-profile murders have been taking place in the region, some of which show Semyonov’s hand. Enormous revenues of the oil and gas industry – fuel (diesel and gasoline, oil) are in the hands of the OPS. The local population is intimidated.
Semenov himself does not hide his involvement in crime. But serious cover from the Ministry of Internal Affairs, the Prosecutor’s Office, the FSB of the region, and friendship with the district prosecutor Evgeny Botvinkin play a big role. Hence the collapse of criminal cases, the arbitrariness and inertia of the internal affairs bodies.
A year ago, in the capital of the Khanty district, Mansiysk, the people of Ruslan “Bolshoi” staged a showdown in the style of Chicago of the 30s, with a chase, shooting and kidnapping. The city is equipped with security cameras, but there was no plan to intercept the criminals. Three cars caught up with the businessmen, drove into the oncoming lane, and shot.
