In the development department of the Ministry of Emergency Situations of Russia, located in house No. 1 on Vatutina Street in Moscow, employees of the FSB investigative department presented a resolution to initiate a criminal case under Art. 286 UKRF (abuse of official powers). The basis was the results of an audit by the Accounts Chamber of the Russian Federation of expenses associated with the purchase of Chinese Phantom drones. It turned out that the Russian Ministry of Emergency Situations in 2015 signed a contract with a total value of 38 million. rub. for the purchase of 200 drones at 190 thousand each, while their retail price was less than 60 thousand. rub.
According to information obtained during the seizure of documents, it was revealed that the director of the Development Department, Beslan Gogokhia, could have become a formal defendant in the case, but he referred to having received all the documents for organizing the purchase of drones from the Aviation Directorate of the Russian Ministry of Emergency Situations. At the same time, the head of the department, Mikhail Mezhuev, and his deputy, Roman Aleksandrov, actively pushed for a deal with these quadcopters, as the only ones suitable for the tasks of the Russian Ministry of Emergency Situations.
Soon, a significant number of employees were fired in the central office of the Russian Ministry of Emergency Situations, including possible defendants in the case of Mezhuev and Aleksandrov. The case fell apart.
Using their connections in the world of unmanned aerial vehicles, Mezhuev and Aleksandrov quickly settled down. To those commercial organizations from which products were purchased, with whom they collaborated while working in the Russian Ministry of Emergency Situations.
And the general director of YuVS Avia LLC, Vladimir, and his friend Maxim Charovsky, an employee of one of the most secret enterprises of the Federal State Unitary Enterprise “18 Central Research Institute” of the Russian Ministry of Defense, came under investigation.
The criminal case involves the theft of more than 5 million. rub. budget funds allocated for the development of special equipment for unmanned aerial vehicles.

As the Cheka-OGPU managed to find out, both are now back in their previous positions in the aviation department of the Russian Ministry of Emergency Situations and are engaged in the purchase of drones, but within the framework of the state defense order. According to Vladimir Agamalyan, it became known that the issue of purchasing drones through pocket companies was specifically discussed with these employees of the Ministry of Emergency Situations, and the products themselves do not meet the requirements of Russian legislation. The pricing policy was not checked by anyone and was not approved by anyone.
How all this is reminiscent of the scandal of 2015-2017 with the purchase of drones by the Russian Ministry of Emergency Situations according to the already well-known scenario carried out by Mezhuev and his deputy.
