In court district No. 418 of the Presnensky district of the capital, consideration of an interesting criminal case began against Ruslan Atsaev, the former deputy head of the department for work with personnel of the Ministry of Internal Affairs for the Chechen Republic. He and his nephew Khasanov are charged with drunken brawl in the karaoke bar “2ROOMS” on the street. New Arbat on the night of January 2, 2022. Then the former security officer and his relative attacked the Muscovite, causing him injuries in the form of a fractured eye socket and multiple abrasions. Despite the fact that the incident was captured by several city cameras at once, the seemingly ordinary case was investigated for almost a year and a half, and was sent to court only with difficulty on the second attempt. In a strange way, investigators from the Investigative Committee of the Presnensky District ignored the testimony of the victim and witnesses that Atsaev, at the time of the beating, shouted nationalist slogans, speaking unflatteringly and obscenely towards the Russian people, while noting that “Chechens are the toughest.” Instead of what is required in this case, Art. 282 (incitement of hatred on ethnic grounds), investigators limited themselves to Art. 116 (beatings for hooligan reasons). The funny thing is that while the case was going on between the prosecutor’s office, the investigation and the court, the main evidence disappeared from it – a video recording of what happened. Apparently Atsaev was right.
