On April 14, 2022, Minister Falkov signed Order No. 339 on the abolition of the Project Activities Department (DPD) and the process of reducing employees, including those who were members of the commission for assessing fulfilled obligations under the state contract with Skolkovo, was launched.

On June 1, 2022, by order N 491, a new department was created under the leadership of NM Gvozdeva, and on June 3, 2022, letter N MN-10/1773 was signed stating that Gvozdeva’s official and functional responsibilities had not changed and she was assigned another class rank.

Notifications of layoffs were also received by employees who were part of the commission for assessing fulfilled obligations under the Skolkovo Civil Code (to which NM Gvozdeva is so sensitive).
The reduction was carried out due to a significant change in the functional and job responsibilities of employees and lasted for 6 months. Obviously, the employees were “held back” until acceptance under the government contract (which was in July), and then they were laid off due to Gvozdeva’s inconvenient comments on the performance report under the government contract and their refusal to accept uncompleted work. We would like to remind you that an audit is currently underway regarding the state contract with Skolkovo.

Further, on June 3, 2022, letter No. МН-10/1773 was signed stating that Gvozdeva’s official and functional responsibilities had not changed, on the basis of which (including) she was assigned the next class rank, which contradicts the grounds for the reduction.

How did it happen that the functionality of employees, and therefore the department as a whole, has changed, but Gvozdeva’s functionality has not?
I would like to ask: was the reduction carried out with significant violations of the law and did NM achieve the departure of people it did not like due to disloyalty to the report? Or did Gvozdeva provide deliberately false information about the status of her official and functional responsibilities, forgetting to mention the changes?

Gvozdeva has her own vision of the reduction procedure and (managing) pressure on employees. After all, friendship with Skolkovo is on the agenda.
