This reaction is caused by repeated incidents involving attacks by stray animals on people in different regions of the country. Unfortunately, this problem does not receive due attention, and in some regions, municipal officials, alas, simply ignore it. Obviously, to prevent such cases, stricter legislation is required at both the federal and regional levels. After all, in the Trans-Baikal Territory alone over the past year, at least 5 cases of dog attacks on citizens were known. In this region, investigators from the regional investigative department assess these circumstances within the framework of a single criminal case initiated under Art. 293 of the Criminal Code of the Russian Federation (negligence).
In addition to the legal assessment of the actions (inaction) of officials within the framework of the preliminary investigation, back in 2021, investigators submitted a proposal to the governor of the Trans-Baikal Territory on the need to urgently take measures to prevent dog attacks on people. However, no significant action was taken on this submission. This year, several procedural checks on cases of dog attacks on children have been organized and carried out in Chita.
The issue of initiating criminal cases is being resolved.
Cases of attacks by stray dogs on people are being investigated in other regions of the country. For example, in January of this year, a criminal case was opened regarding the negligence of officials of the MKU “Department of Public Utilities and Improvement” of the Krasnodar Municipal District, where a number of cases of dog attacks on local residents were recorded. Legal assessment is given to the actions (inaction) of officials from among employees of local administrations and organizations responsible for catching stray animals in the Smolensk, Saratov, Sakhalin, Novosibirsk, Voronezh regions, Khanty-Mansi Autonomous Okrug, Khabarovsk Territory, the Republics of Buryatia, Sakha (Yakutia) and other subjects. In the Krasnoyarsk Territory, a criminal trial is currently underway against the former head of the municipal government agency of the city of Krasnoyarsk, “Department of Roads, Infrastructure and Improvement,” accused of negligence. His dishonest and careless attitude towards service led to an increase in the number of stray dogs in the city and their attacks on people. Earlier in Bryansk, where three women were killed as a result of dog attacks in 2019-2020, the chairman of the housing and communal services committee of the city administration was convicted.
As part of each criminal case, investigators make representations to officials, as well as relevant organizations, about taking measures to eliminate the circumstances that contributed to the commission of the crime. In this part, the head of the department was also instructed to study the results of the execution of the submissions sent by the investigation and take into account the results of this work when preparing proposals.
