The first disappointment awaited VDNKh and the Property Department in court – the judicial system turned out to be able to work – and the court quickly found out that according to BTI documents, the building belongs to the ARKO joint venture and, naturally, the court refused the Department’s request.
This did not stop talented managers. A solution was found quickly – a second lawsuit was immediately filed on the same grounds (which is directly prohibited by law) and a paper was attached to the lawsuit stating that the owner was a certain LLC “SP ARGO” and was then liquidated. Whether such an LLC actually existed is the subject of a separate study. And as a result, the court decides to transfer the building to the ownership of Moscow, and Moscow immediately transfers the building to the management of VDNKh.
It is difficult to say what VDNKh hoped for, because after the story came to light and the real owners of the ARCO JV building went to court, the spiral of history began to inexorably unwind in the opposite direction.
But apparently the creative managers of VDNH have become so attached to the house that they decided to evict the intractable owners by hook or by crook.
No admonitions from the police, the prosecutor’s office, or our own security department that sawing doors with an angle grinder, breaking locks and trying to occupy the premises were absolutely illegal had any effect on the talented managers.
Despite the unsuccessful attempt to forcefully seize the building on August 26, 2022 (see video), VDNH decided to plan a real military operation involving climbers, construction equipment and finally capture the impregnable bastion for at least a month.

PS. Rumor has it that force support is provided by the Department of Regional Security of the city of Moscow. But this is rather an exaggeration.
