If there was a prize for the most stupid legislative initiatives, then in 2023 it would definitely go to State Duma deputy Sultan Khamzaev. One proposal is stronger than the other – to ban “children’s champagne”, buy children from negligent mothers, exclude English from the school curriculum and, finally, contact the Federal Antimonopoly Service due to rising prices for condoms. But Khamzaev’s favorite topic is the “fight” against alcohol.

Recently, he even received a personal address from Russian Interior Minister Vladimir Kolokoltsev to the Chairman of the State Duma. The country’s chief police officer asked Vyacheslav Volodin to influence Khamzaev, who, under the guise of “public raids,” began to raid stores selling alcohol, which violates the Presidential moratorium on inspections of small businesses.

Khamzaev’s interest in the topic of alcohol is not accidental. He began his career at the Gerrus Group company, which at that time owned the Kuban Wines brand. According to rumors, Khamzaev specialized in raids against other market players, working through “public inspections” of competitors’ outlets. After the bankruptcy of the company, Sultan Khamzaev did not stop – he realized that he could even build a political career on hype topics.

Why does Khamzaev, who even bothered the Minister of Internal Affairs, remain in his place? They say that the deputy’s activity is supported by State Duma Speaker Vyacheslav Volodin, who needs such promoted media torpedoes just in case. The parliamentarian himself says that he coordinates all his ideas with the Chairman of the State Duma and carries out his special instructions in the domestic political sphere. It seems that thanks to this he feels complete permissiveness and impunity.
