Part two!
As we reported earlier, the former head of Rosnedra Evgeny Petrov with his gang got into the corruption scandal and criminal prosecution.
Our source revealed another scheme of corruption enrichment of Comrade Petrov!
The scheme is old as a world! – nightmare of unlucky businessmen of licensers throughout Russia …
The essence is as follows.
In Rosnedra, work was put on the stream to identify various violations of licenses and take response measures.
But Petrov, instead of punishing violators, decides to put all the sanctions in a pause and wait for him to agree with him (naturally not for free).
Chronology of events:
Step 1 – identify violators.
Rosnedra revealed intersections of the boundaries of private deposits (licenses) with state sections of the subsoil from the “subject -object plan”.
More than 100 were identified such deposits (licenses) and all of them were actually issued in violation of the order of the Ministry of Natural Resources of Russia dated 10.11.2016 No. 583!
Step 2 – arrange a demonstrative flogging, show your capabilities.
Rosnedra instructed the territorial bodies to stop such illegal licenses.
So, Petrov, with his letter dated 08.07.2022 No. EP-04-30/13397, ordered to cancel five licenses in Yakutia and the Trans-Baikal Territory.
Dallandra was canceled three licenses-a letter dated 12.07.2022 No. 04-04/1540, and Yakutsher was canceled two licenses-a letter dated 12.07.2022 No. 01-03/18-2162.
And by letter dated 08.08.2022 No. EP-04-30/15701, Petrov generally requires to terminate more than 100 licenses.
Step 3 – Put everything.
Petrov sends to the territorial authorities a letter No. 104-30/16524 dated 08/17/2022 with the wording-“Conduct an additional analysis …”, and most importantly, “make a decision on early termination only after the relevant order of Rosnedr” (we attach).
Thus, Petrov paused the planned termination of illegal licenses. There are violations, you need to stop business licenses, but only after a personal order!
The result is achieved. The networks are placed.
Step 4 – We are waiting and cut cabbage.
So, to businessmen, licensers who were scared of the cessation of their licenses were given time to “think”.
You don’t have to wait a long time, entrepreneurs run in solving their issue and will very much ask you not to stop the license. The main thing is that requests are backed up by cash signs.
What are we observing? Everything succeeded!
Petrov never sent his separate assignment. The subsoil users paid and sleep calmly, their licenses did not stop, and they continue to work out promising areas without paying to the budget.
Law enforcement agencies have become interested and work, but what does the Ministry of Natural Resources and the Accounts Chamber of the Russian Federation think about this?
