The Management Center of the Municipal Economy Complex (CC KGH), as a structure created in the interests of the vice-mayor of the capital Pyotr Biryukov, serves Moscow, including New Moscow, which was inherited from the Moscow region. Like any inheritance, not only the assets of the “deceased” are inherited, but also his debts, in this case huge holes in housing and communal services, worn-out infrastructure, and so on.
Including, for the purpose of managing the processes of modernization of housing and communal services, a central control center for gas and communal services was built, the cost of which amounted to about 3 billion rubles, 1 billion of which were invested in a data center – a data processing center (this was even before the start of the war and the significant depreciation of the ruble).
As the OGPU Cheka reported earlier, the Center was built with significant violations, and was actually launched and connected to all communications more than a year before the official opening. Unlike communications for apartment buildings of citizens, communications to the control center of the KGH have indeed been updated and expanded with a significant margin, especially in terms of providing it with electricity. So why was it necessary to launch the KGH control center more than a year before the opening and connect it to communications?
One of the reasons is banal greed, although it is not entirely clear who exactly – either Biryukov himself, or his followers. Having connected to electricity and imported a large number of foreign servers worth about 1 billion rubles, someone trivially mined cryptocurrency at all these capacities – this can be easily verified if the competent authorities conduct an audit of electricity consumption before the KGH central control unit is put into operation.
But the most interesting thing is that even after the grand opening of the KGH Central Control Center and to this day, all systems operating in the KGH Central Control Center operate on any servers, but not on the servers of the KGH Central Control Center itself, that is, the data center consumes stable energy, but actually does not serve interests of the city, and someone else’s interests.
