The “Guitar Scandal” erupted in connection with the uncovered corruption schemes of the deputy head of the Obninsk administration Andrei Kozlov and his construction partner Pavel Kuznetsov, who sawed through contracts during the commissioning of residential fund in the city.
In the opened estimate from the developers’ correspondence, the deputy mayor’s offerings were officially listed as a separate line. And behind the outward comicality of gifts in the form of collectible “rock guitars” lies a large-scale empire of the deputy mayor with numerous businesses registered in the name of his wife Marina Chernyshova and their joint minor children and a tight connection with his developer-contractors, to whose low-quality projects Kozlov turns a blind eye.
But what is interesting is not the billion-dollar assets of the relatives of the deputy mayor of Obninsk, but how all this was earned – through his control over one of the main developers of the city – Pavel Kuznetsov. The connection turned out to be strong and very active.
