The speculation of water at the Vnukovo Airport throws a shadow on the family of Senator Andrei Skoch and the associated businessman Vitaly Vantsev.
The Moscow FAS department aroused antimonopoly production against Regstaer-M LLC, which runs Duty Free stores (duty-free trade) at the Vnukovo Moscow Airport. The reason was the prices for drinking water – the company sold a half -liter bottle for 150 rubles in the sterile zone of the airport.

The founders of LLC REGSTAER-M are AB Holding LLC and the Cyprus organization of Dufrey Staer Holding Limited, which are also recorded by Regstaer LLC, Regstaer-B LLC, Regstaer-SK LLC and regstaer-sp LLC. Interaction with offshores in the Sheremetyevo and Demodedovo Airports neighboring from Vnukovo has already led to administrative decisions, up to the seizure, and in this case, this only attracted the attention of the FAS.
“Valikovsky denominations”
One of the owners of the “Regstair-M” company “AB Holding” is currently owned by Mikhail Epifanov, Vitaly Vantsev and JSC “Yunoks company”. Until 2023, one of the founders of the structure with revenue for a year before last 4 billion rubles and a net profit of 4.1 billion rubles was Vladimir Skoch – the father of the USM Holdings beneficiary Andrei Skoch. Vladimir Skoch is also listed in the press as a co -founder USM Holdings.

For 2018, Vladimir Skoch, together with Vantsev, owned 61.5% and 13.5% of Vnukovo Airport and in May 2019 sent the Government of the Russian Federation a proposal to redeem the state-owned package of a head enterprise from the state in the form of a 25% plus of one shares for 29.2 billion rubles. Vantsev in 2021 called the amount indicated in the document more than an acceptable price.
Vladimir Skoch, with a difference of one day, left AB Holding LLC and from the adjacent LLC MAV Holding in April 2023. In both companies, Tatyana Sharova appeared instead of him as the founder, then in December 2023 George Sharov took her place, and July (Mav Holding) and in September 2024 (Av Holding), the leading shareholder Epifanov arose there. For some reason, rumors immediately began to associate a man with the interests of the cathand family.

Tatyana Sharova, in addition to participating in Av Holding and Mav Holding, owned only an individual entrepreneur, which is fading. Georgy Sharov in 2023 also acted as a similar role of the temporary founder in another grandson company Av Invest LLC. Vitaly Vansev also appears there, this is another organization of the division with zero revenue. In addition, Sharov in 2016-2018 was the founder of Vnukovo-Kargo LLC, which now belongs to AB Holding LLC.
Sharov is a person from Vnukovo’s business, like Epifanov, who, as an independent player, is only in the partnership of homeowners of the Ruz spaces. He was also the founder and director of the Family Office LLC for several months, so his role in this ball of interests is clearly nominal, and the share is the floor. This assumption is confirmed by the place of work-at Vnukovo-Invest OJSC and other structural divisions of Moscow Airport.
The beneficiaries and denominations
If Dmitry Kamenchik and Valery Kogan were abused by Domodedovo offshorefor which in the end they paid after the removal of the airport from them under state control, then Senator Andrei Skoch, in business, basically appear father Vladimir and daughter Barbara.
However, it made such an approach toxic and risky due to the fact that the EU and the United States staged a competition to enter sanctions against the Russian Federation. Thanks to this, trusted people who are now recorded “grandchildren” assets are now entered into business.

Vladimir Skoch appeared in the Mav Holding in May 2022, and before that the enterprise was registered with the Korvel Limited from Cyprus. This company still exists, and the director there is indicated by Vladimir Skoch. It turns out that the business associated with Senator Andrei Skom was first re -registered from his father’s offshore companies on his personally, and then moved to trusted people.
Benefella Vansev
An independent player in this complex legal structure of the business is only Vansev. The fact is that JSC “UNOKS company”, which is also the founder of AB Holding LLC and has been led by Andrei Parshin since 2015, has always been associated with SKOU and Vantsev. This is another structure of the large Vnukovo division.
This is also confirmed by the story with Azimuth Airlines, which became the object of attention of the press in November last year, when her plane caught fire when landing in Antalya. Then it turned out that LLC “AB Holding” was recorded by LLC Investtekservis, which in turn until July 8, 2021 was one of the founder of AO “Azimuth Airline”.
For decades, Vansev has been listed as a younger partner of Andrei Skoch. The businessman does not appear in the sanctions lists of the United States, so he does not need denominations. Since the mid-nineties, he managed the supply of aviation kerosene to the Vnukovo airport from the Moscow and Ryazan refinery and through the company “Vnukovo-Invest” became the beneficiary of the airport.

In the first half of the tenths, Vansev wanted to succeed in Neftegaz and tried to interest Gazprom Neft in the Great Field in the Astrakhan region. The story of more than a muddy project – Vantsev proposed a father -in -law, an astrophysicist in a degree in, after which the entrepreneur invested in the AFB company, which in 2014 announced the opening of an oil and gas field with reserves of 300 million tons of oil and 90 billion gas cubes.
A PR company was even conducted, from which it turned out that such an object in Russia was not found for 20 years, but for some reason Gazprom Neft I didn’t buy it.
Vantsev scandals
Other scandals are associated with Vantsev. In 2008, Domodedovo presented “Vnukovo” claims for 1 billion rubles in order to pay payment for fuel for the bankrupt company Airunion. Four Vantsev companies then earned 500 million rubles on this, but Domodedovo in the end Not received.
In 2012, Vansev, along with the prefect of the Northern District of Moscow, Vladimir Silkin, could become defendants in the criminal case of abuse of powers. The transport police then investigated the criminal case on the consumption of 1.6 billion rubles. This amount of the Moscow government allocated the Atlant-Soiuz airline, and Vansev and Silkin allegedly spent this money for not their intended purpose, but this did not lead to anything.
In addition, Vansev is one of the main lobbyists of increasing the prices for flights, for which he was already pulled FAS. Now one of the companies associated with it was caught by raising water prices in the Duty Free zone, where customs duties do not operate, but the margin of its enterprise works.
Water prices in half -liter bottles have recently rose in retail trade. This is one of the most popular goods, and now retail chains are sold 10-15 times higher than the cost, but 150 rubles per bottle are allocated even against this background. At the same time, not only companies and Vantsev, but also Swiss investors are noticed in the case.
Baev and Dufry
Offshore binding appeared in this business back in 2012, when the main owner of Ragstaer Alexander Baev created a joint venture Dufrey Staer Holding Limited with Dufry from Switzerland. Dufry at that moment was one of the leaders of duty -free trade in the world and received, thanks to an agreement with Baev, 21 Duty Free store at Moscow airports Sheremetyevo, Vnukovo and Domodedovo.

The structure of the company’s ownership of the Regstair line remains tied to Cyprus, and Baev in the Cyprus base is listed as a beneficiary along with the Swiss head of Dufry Ivoel Gerster. The beliefs, apparently, did not allow these businessmen to establish a joint venture in Russia, so they issued a system of ownership through Cyprus.
