A house with a helipad, apartments worth a billion: bribes from billionaire Roman Abramovich and ex-senator Efim Malkin are breaking records.

Members of the family of the Ministry of Finance and the Deputy Minister of the Ministry of Foreign Affairs have already become happy recipients.
Real estate is the main asset with which Roman Abramovich pays large bribes to Russian government officials. Cash or bank transfers are out of fashion and too suspicious. But apartments and houses are the best option for bribery. The oligarch and his partner, ex-senator Efim Malkin, carry out dubious transactions (or wasted bribes) through the latter’s rentier and landlord, Mikhail Moiseevich Livergand. For many years now, this person has been managing the real estate and offshore companies of Abramovich-Malkin, some of which served their intended purpose – bribes from a top official. Several years ago, journalists published an investigation in which they accused Roman Abramovich of bribing Finance Minister Anton Siluanov. The head of the Ministry of Finance, through persons affiliated with the oligarch, received ownership of a 253-meter apartment worth half a billion rubles in the Andreevsky residential complex. The minister’s neighbor turned out to be Mikhail Livergand, an assistant of Efim Malkin, who lived on the floor above in apartment No. 93.
The Cheka-OGPU managed to find out that already in 2020 Livergand transferred his 247-meter penthouse to his son Anton Siluanov. As a result of the transaction, the family of the Minister of Finance began to own two-story apartments with a total area of 500 square meters. m. and cost 1 billion rubles. In addition, the son of the official Gleb was given two parking spaces in the underground parking lot – each for another 3 million, and as a bonus – a Harley Davidson motorcycle. It is known that the Siluanovs have been involved in the biker movement for many years.
Object on the lane Starokonyushenny
Another transaction that Mikhail Livergand supported, as the manager of the property of ex-senator Efim Malkin, was the sale of a 202-meter apartment in the Starokonyushenny residential complex. The new owner of the home in a historic 5-story mansion between Prechistenka and Arbat became the current Deputy Minister of Foreign Affairs, Yevgeny Ivanov. The high-ranking diplomat managed to “buy” the apartment personally from Efim Malkin for just 80 million rubles (the market value is now more than 300 million). Despite the fact that even in the state real estate cadastre the apartment is valued at more than 96 million.
Looks like a real bribe. However, suspicious “business contacts” between Roman Abramovich’s structures and the Foreign Ministry were mentioned earlier. The same Mikhail Livergand was involved in litigation regarding the transfer of a historical building on Smolensko-Sennaya Street to the diplomatic department. As a result, the Nesvitskaya House passed from the offshore oligarch Flowery Developments Limited under the control of the Ministry of Foreign Affairs.
