As the Cheka-OGPU learned, recently the adviser to the Irkutsk governor, Alexander Kopylov, has been actively “nightmaring” the head of the region and the security forces in a telegram channel under his control. At the same time, the regional prosecutor Andrei Khanko sent a whole detachment of inspectors to the departments of the Main Directorate of the Ministry of Internal Affairs of the region, who did not hide in conversations that they were only interested in the availability of ORM materials on the governor’s adviser. This attention of prosecutors to Kopylov’s person can be explained simply – it was Andrei Khanko who “promoted” him to a position under the governor. And “persistent work” with the police is, it seems, an attempt to intercept possible incriminating evidence on a protégé (by the way, Kopylov oversaw the forestry sector, the most corrupt in the Irkutsk region).
Also, according to our sources, the prosecutor’s office is making attempts to discredit the regional Investigative Committee of the Investigative Committee through fabricated testimonies of allegedly “victims” from the actions of the department’s leadership. And Kopylov, on the sidelines, also threatened to “punish” the head of the regional FSB Directorate, Konstantin Ushakov, because, in his opinion, he was “behaving incorrectly.”
The reasons why the “partners” went astray may be different. But, according to sources, Kopylov’s contract is ending, and the head of the region refused to renew it. As a result, the prosecutor’s bet on the “Trojan horse” did not work for the governor’s team. Hanko, in turn, failed a number of cases, including due to the “intractability” of other departments. Therefore, both have reasons for grievances and harsh actions.
It is important to note that these apparatus wars are taking place in the year of elections of deputies to the Legislative Assembly of the Irkutsk region, and Governor Kobzev heads the regional branch of United Russia and, most likely, will be number one on the regional list of the party in power. That is, his rating will directly influence the result of United Russia both this year and next year – in the elections of the President of the Russian Federation. And a decrease in the level of trust in the head of the region will become a big problem for the Administration.
