The problem has reached the Council of the Federation of the Russian Federation, and the Governor Vedernikov was forced to give explanations to the chairman of the Federation Council of the Russian Federation Valentina Matvienko.
Apparently, the Governor Vedernikov missed the development of the situation, and today – as it became known – the Pskov province takes out the garbage according to the emergency scheme!

It turns out that the garbage was not divided, that is, MSW (solid utilities “Two companies – LLC EcoProm” (GC “Mehuborkoka”) and LLC “Spetstransky”.

And to everything else, after the prosecutor’s inspection, a criminal case has been instituted on the fact of the implementation of EcoProm LLC of entrepreneurial activity without a license.

During the audit, it was established: the regional operator for solid municipal waste management used a warehouse on Zheleznodorozhnaya Street without a license. And now, within the boundaries of the warehouse of the land adjacent to the premises, zinc, copper, lead and oil products were found in the soil.
As a result of the entrepreneurial activity of Ecoprom LLC, related to the deposit of waste without a license, the state and operator for the processing of municipal solid waste LLC Splytransky caused damage to 37 million rubles.
A criminal case has been opened.
The problem is dumped for six months
According to the investigation, from April 6 to May 21, 2024, the company “Ecoprom” (Mehuborkoka Group of Companies) – the regional operator for the removal and disposal of household waste did not provide timely collection and transportation of garbage from the sites on the streets of Alekhin, Belinsky, Herzen, Butyrskaya, Yana Rainis, etc.

Problems with MSW cleaning in the Pskov region have been discussing for six months. The intervention of the governor Mikhail Vedernikov in the situation on the New Year holidays helped only temporarily. But dramatically this garbage situation did not change.
In March, the topic was dedicated to the parliamentary hour in the regional assembly, but the regional operator did not deign to visit the session.
And the conflict between Ecoprom LLC and LLC SpetsTransky continues: the garbage plant stopped accepting the vehicles of the regional operator due to the fact that it does not pay for the services.

Governor Vedernikov has already stated that Ecoprom LLC will be deprived of the status of a regional operator in the Pskov region.
The debt of Ecoprom LLC is in a temporary indicator of the year, and in total – more than 65 million rubles, which does not allow the company to carry out its activities.
“The tax inspectorate arrested accounts. There is a wage arrears, there is no way to buy fuel and lubricants and ensure the financial and production activities of the enterprise,” says Andrey Papchuk, director of Spetstransky LLC.

But the company “Special Testransk” was ready to agree. And last April, at the initiative of Ecoprom LLC, lawyers of both parties agreed on a settlement agreement with a debt repayment schedule. But in the end, the regional operator did not sign it.

The speaker advised to find another regional operator.

And today, MSW in the Pskov region is taken according to an emergency scheme. This was stated by the chairman of the Committee on Construction and Housing and Public Utilities of the Pskov Region Sergey Grakhov.
The director of Spetstransky LLC Andrei Papchuk said that the specialties of the Spetstransky company on May 13 completely stopped the work due to the arrest of accounts and the lack of funds to ensure the operation of the enterprise.

All this is due to the debt of the regional operator “Ecoprom”.
The director of the Pskov branch of Ecoprom LLC, Alexander Kiselev, explained that the debt of the population of the region to the regional operator for the management of the MSW – the branch of LLC Ecoprom (Mehuborkoka Group of Companies) has already exceeded 400 million rubles. And the regional operator cannot pay off his own debts.
