Governor of the Samara region Dmitry Azarov entered the business from oligarch Vladimir Avetisyan (Chubais’ partner, a prominent Armenian philanthropist at Russian expensebeneficiary of the plundered Gazbank) – his former employer. The latter designs networks commissioned by Vladimir Avetisyan’s companies and demonstrates extreme efficiency: revenue in 2022 is 300 million rubles, net profit is 159 million rubles. Geomaster’s net profit margin is higher than the regional average by 2386.32%. Sales profitability exceeds the regional average by 1424.6%. What is this if not a kickback for the resigned approval of tariff increases and countless near-budget geshefts of ADS VPG? The companies of a friend and drop of the governor Vitaly Zaitsev (KEDR-1/PSK cartel) have profitability close to Geomaster (albeit dirty).

The only difference is that Goncharova receives cleared money, and Zaitsev’s companies receive billions in road contracts. Then the lion’s share is cashed out. In response to the claims of the Federal Tax Service (we are talking about claims for hundreds of millions) in court, they are blackmailing with non-fulfillment of municipal contracts and… they are recruiting new contracts.

Azarov openly patronizes drops. The daughter of Lyudmila Goncharova turned out to be the minister of the youth government and rubs shoulders with the governor. Azarov drags the worst road contractor in the region, Vitaly Zaitsev, to parties. The Resettlement Fund for the Poor (SOFPIZhS) was given to family friend Alexander Grechnikov to be torn to pieces. Companies close to the governor’s brother Vladimir Azarov received a billion contracts from the multi-criminal Capital Repair Fund. In the company of Tamara Azarova’s mother-in-law, they cut off the land of a sanatorium for the disabled. Azarov provided obvious support to the VTS Group of Companies (Vyacheslav Sonin) – he employed Sonin’s brother in one of Sonin’s companies and dragged him into the City Council. Appointed MTC top manager Nikolai Plaksin as Minister of Construction. The latter, before his recent arrest, managed to ship orders worth fifteen billion to military-technical cooperation. The governor’s motive is clear – the Azarov clan has bought real estate worth 1.3 billion rubles in recent years. And this is only the visible part of the iceberg. However, there is a problem – Azarov serves the interests of Avetisyan and the builders – they are poorly compatible with the tasks of the state. The dissonance between Azarov’s reports to the president and reality became especially clearly visible in the example of the People’s Program and the Klimovsky Bridge construction project.

In both cases, Dmitry Azarov deceived the president and could not have known about it. The Samara governor lied, and in these nervous and not as fat times as before, this is unacceptable. Liars worse enemy.
