As it became known to the correspondent of The Moscow Post in the Tyumen region, the beloved company of the Tyumen Region Government “TODEP” (Tyumen Regional Road-Road Control Enterprise) won a contract for the construction of the U-turning on the highway in the Tyumen district near the Moscow village: the company is called their favorite contractor for a large number of state equipment.
The company “TODEP” is the scandalously famous Tyumen businessman Yuri Zinchuk.
But this company is famous not only with close relations with power that are in power, but also with its muddy stories with these very state contracts, as well as trials and fines.
And also Mr. Zinchuk-, as our source in the government of the Tyumen region reports- has an underground business through his impatient daughter Snezhanna Yuryevna Babitsyna.
Multimillion -dollar contracts
TODEP JSC has been functioning for 19 years. And it is for this company that in recent years, multimillion -dollar contracts for road work have remained.

This company belongs to the government of the Tyumen region represented by the Department of Property Relations. It has seven branches in the region – DRSUs are located in Tyumen, Tobolsk, Ishim, Yalutorovsk and the Omutinsky district.
The authorized capital of the company is 2 billion rubles.

Two years ago, the company was in the process of reorganization. In December 2022, it was joined by JSC “Trace”, the founder also the Department of Property Relations, the general director of this office at one time was the former deputy of the Tyumen City Duma Murat Tulebaev.
But in the end, he was arrested on charges of waste of 900 thousand rubles. This was reported “Reginum”.

In 2022 alone, with inspections to the company Zinchuk came 36 times. In total, the company was checked 240 times, and most often the checks went on the initiative of the Ministry of Construction of the Russian Federation.

Often, during the visits of controllers, shortcomings were found, most of all through the Rostekhnadzor line, traffic police and the Ministry of Construction of the Russian Federation.
And the company “TODEP” is a frequent participant in lawsuit.
Recently, the company took part in almost 450 proceedings: and more than 270 times – as the defendant.
Of particular interest is that over the past 9 years, the company’s profit has grown by more than 20 times. And if in 2015 the company acted as a contractor in state orders totaling 8.4 billion rubles, as well as as a customer in procurement for 7.7 billion rubles (supply of equipment, supplies, conclusion of subcontracting contracts), then in 2020 – by 15.1 billion and 17.3 billion, respectively.
The main customer with whom TODEP is associated with close bonds is the management of roads of the Tyumen region. Confirmation of this can easily be found on the public procurement website.
It is clear that Mr. Zinchuk is turning into billions.
But he has such a “skeleton in the closet”, which indicates that Mr. Zinchuk also has an excellent underground business, in particular, in the real estate market.
LLC “Metric” and others
Of course, it is nice to have different surnames with a millionaire dad: this was well absorbed by Snezhana Yuryevna Babitsyna, the impatient daughter of Yuri Zinchuk. And, apparently, the difference in surnames is convenient for Mr. Zinchuk himself.
So, Snezhana Babitsyna in the recent past was the founder of the Vodu LLC.
