The “Autoban” of Alexei Andreev is buying up new assets, but he himself is in debt, as in silk. Money from budgetary construction projects can go abroad in favor of the Scientological Church?

The amount of the transaction may amount to 6 billion rubles – although more recently, the rumors talked about the imminent sunset of Avtoban after leaving the post of Governor of the Khanty -Mansi Autonomous Okrug Natalya Komarova.

Alexey Andreev is a real veteran of the Khanty -Mansi Autonomous Okrug, he is already there the fourth convocation. And the roads that the Avtoban builds is just right to call gold – they are so expensive. It is not only about the Central Committee for CCA – that story is known. There is another vivid example – a contract from 2021 for the construction of sections of the federal highway M12.
“Autoban” erected the fourth and sixth sections. Initially, the entire project was estimated at 623 billion rubles. However, after the passage of the Glavgosexpertiza, it turned out that materials and builders were more expensive, and the initial estimate of the underestimated. It is interesting here that the public was prepared for the rise in price of the project six months before – it was Alexei Andreev, who complained of the high cost of materials and works. It seemed that these actions could be agreed with the state order. And directly Khusnullin performed the construction curator of the construction.
And did not have time to complete the work on the sections of the highway from Moscow to Kazan, when I immediately received a new contract from Avtodor – to a section of the same highway between Kazan and Yekaterinburg worth almost 40 billion rubles.

There is no money a lot
As a result, as of the end of August, the DSK “Avtoban” has state contracts in the amount of 188 billion rubles. And now the contracts of Urengorstroy, the largest road builder Yamalo -Nenets Autonomous Okrug, will be added to them. The amount of the agreements of the latter with the authorities exceeded 57 billion rubles – extremely solid for the regional company.

Why sell it? The reason may be banal – it seems that the owner of LLC Alexander Ryskov turned out to be a bad businessman despite all the receipts of budget funds. In 2023, with revenue of more than 10 billion, the company received an extremely modest profit – 31 million rubles, and all 100% of Rubov’s shares were laid down in Sberbank. Therefore, Alexey Andreev chose the perfect time to absorb a major competitor.

But it is curious that analysts evaluate the financial stability of the Avtoban DSK itself as relatively low – and this is with all the revenue, income, state contracts. There are risks of solvency – the company was in debt itself, as in silk.
The amount of its long -term and short -term obligations is 135 billion rubles, and this is with its own capital of 20 billion rubles. It turns out that it practically equalized with the annual revenue of the holding. Serving such a debt is not easy. Moreover, most of it is short -term obligations.

So Andreev needs more and more contracts so that his company does not fall into the abyss – with all volumes. They say that allegedly he has been living in Moscow for a long time, for which he is criticized by the inhabitants of the Khanty -Mansi Autonomous Okrug – after all, he is a deputy of four convocations. Presumably, after the resignation of Komarova, he finally moves to the capital.
All the money – Scientologists?
Meanwhile, Andreev itself is a very strange and scandalous person. We talked about searches in Avtoban in the spring of this year. But the company had other problems with law enforcement officers. According to the HMAO media, back in 2015, the company’s management suspected In fraud with accounts – then there were also searches. After them, Andreev suddenly discovered 35 million rubles, which disappeared from the office, allegedly during operational actions.
This story has an enchanting end. As if Andreev, having discovered the loss of money, interviewed the guards who admitted that they voluntarily transferred the money to investigators so that the case was closed. He accused the investigators of extortion.
But after that, the case was not stopped, but brought up a new one – under the article fraud. In addition, investigators charged the head of the Autoban Security Service to Yuri Korobelnikov and his two subordinates – Yuri Nazhnov and Oleg Ivanov, who handed over the very 35 million law enforcement officers. According to the assistant Alexei Andreev, during interrogations and searches of their correspondence with investigators, they intended to destroy.
It seems that shipbuilders and his subordinates turned out to be “scapegoats”, because for Andreev himself and his company there were no serious consequences. What happened to the allegedly initiated business about fraud is not clear at all. The story is the primary. And who after that will say that the businessman-deputy does not have high patrons?

About whether the audit took place and nothing is known about its results. However, the topic itself is indicative: Andreev “attack” not only security forces, but also social activists.
