Everyone is now actively discussing the detention of Oleg Mitvol and the falsification of the results of engineering surveys that were carried out to design the metro in Krasnoyarsk. In fact, it is necessary to understand that in exactly the same way in our country, tens of thousands of other “prospectors” who carry out engineering surveys can now be detained. Nowadays, 70-80% of all engineering surveys in construction are falsified to one degree or another. The entire system of market access for companies that have the right to carry out engineering surveys is based on membership in the so-called “self-regulatory organizations” (SROs). Membership in these SROs is bought for several hundred thousand rubles by people who have no idea what engineering surveys are – dozens of advertisements for the sale of “SRO membership” are posted on the Internet. There is a huge black market in Russia for documents for membership in “construction SROs”. Only two non-profit structures received the right to maintain registers of specialists – NOSTROY and NOPRIZ. Tens of thousands of “construction specialists” are included in these all-Russian registers, but, in our opinion (value judgment), this is primarily a list filled out for black cash of those wishing to receive the official status of a “specialist” in the field of either construction or design or engineering surveys. Didn’t Oleg Mitvol perform engineering surveys so well? How can they be carried out by people who have no idea what they are doing, if you instruct them to carry out work, for example, for the construction of the metro in Krasnoyarsk, and they are confectioners? Of the approximately 40 thousand NOPRIZ currently included in such a register of “exploration specialists”, about 30 thousand “specialists” are also confirmed as design specialists! This cannot happen if the register of specialists is not a list with the sold status of a “specialist” in the field of activity ordered by the client. Oleg Mitvol and the improperly spent 960 million rubles for engineering surveys are mere trifles compared to the 140 billion rubles that construction SROs have already collected into their damage compensation funds. SROs paid out as much as 325 million rubles over 13 years. The efficiency of collecting money from builders is 99.998…
Let’s hope that investigators from the FSB and the Russian Investigative Committee will find time to visit NOSTROY (TIN 7710478130) and NOPRIZ (TIN 7704311291) and study their registers of specialists, and also take a close look at the multi-billion dollar “compensation funds” of construction SROs.
