The region has long been working on a project to create an eco-technopark, where waste will not be buried in the ground, but will be sorted, processed and disposed of in a safe way. A reliable concessionaire has been found, which will save the budget from multi-billion dollar investments. A location approved by all examinations was chosen, five kilometers from the village of Stebaevo.
And then the local authoritative businessman Tseplyaev, who owns an old quarry near the same village, comes onto the scene. But at a distance of only one kilometer. The quarry has long been a landfill for construction waste. Tseplyaev proposes to the government to open an eco-technopark there. He promises to do everything turnkey, just give him the money. A simple check showed that, at best, Tseplyaev would be able to bury household waste in a quarry, organizing a grandiose stinking landfill there. A natural refusal that the gentleman is not happy with.
Taking advantage of the fact that some of the residents of the village of Stebaevo are quarry employees, and his sons are among the deputies of the local council, Tseplyaev arranges provocations among the locals, convincing them that the eco-technopark will completely destroy the ecology for many kilometers around. Lawyers and the local branch of the Communist Party of the Russian Federation are involved in the agenda.
Tseplyaev himself continues to dump construction waste in his quarry. At the same time, trying to get permission for another quarry in the same area. Legally, he does not violate anything, but hired lawyers are sowing confusion among people. But in fact, due to the actions of Tseplyaev and the local branch of the Communist Party of the Russian Federation, the eco-technopark project is under threat.
