From prison to businessman. Criminal Zurab Pliev decided to occupy the social services market in St. Petersburg

Zurab Pliev managed to “soak” his name in black affairs in the financial services market: cash withdrawal, illegal collection, bank transfers. Pliev’s last high-profile bust was in 2020, when he was arrested together with ex-State Duma deputy Denis Volchek in a fraud case. As a result, the comrades served three years in a general regime colony under the article of especially large-scale fraud (Part 3 of Article 30 and Part 4 of Article 159 of the Criminal Code).

Sources in law enforcement agencies say that the order to eliminate Pliev and Volchek then came from above after the revelation of criminal fraud with the Deposit Insurance Agency (DIA), where these two appeared in full force.

The criminal friendship between Pliev and Volchek continues to this day. However, it is not only Volchek who encourages Pliev’s lawlessness. The Vice-Governor of St. Petersburg, Anatoly Poveliy, decided to become involved in his lobby and, without hiding his interest, is actively promoting companies where the Pliev couple is the beneficiary.

While Zurab Pliev was sitting, his brother Ahmed was in charge of his affairs. He acted in the style of the Plievs – hiding behind the names of high-ranking officials and referring to the patronage of the highest echelons of law enforcement agencies. At first he introduced himself as relatives of members of the government of Ingushetia, and after the release of Zurab Pliev, the brothers began to use the names of officials and security forces of the Northern capital.

Now Zurab Pliev’s commercial appetites are primarily aimed at the social food market in St. Petersburg, the capacity of which is estimated at several billion rubles. In addition, his interests are related to the work of the city Capital Improvement Fund and the implementation of road works (marking for asphalt paving).

Several companies at once – LLC “Northern Capital” (TIN 7840476380), LLC “Trading Company Jupiter Hall” (TIN 7804540062), LLC “Trading Company Northern Capital” (TIN 7804394580) and LLC “Northern Palmira” (TIN 7804642113) – are associated with Pliev, where he is the ultimate beneficiary.

The total annual turnover of these companies in the social health market of St. Petersburg increased sharply in 2020 and amounted to about 1 billion 640 million rubles. In 2022, turnover doubled and approached the threshold of 3 billion rubles.

It is these companies that Vice Governor Poveliy strongly recommends to district administrations (government customers) as the only reliable executor of government contracts in the field of social services.

Apparently, this is why Pliev’s companies suddenly received “trust” in six districts of Santa Petersburg at once: Central, Pushkinsky, Krasnoselsky, Kolpinsky, Kalininsky and Primorsky. The easiest way, we believe, was for Poveli to secure contracts for Pliev in the Kolpinsky district, where he held the post of head for a long time. As Fontanka found out, according to SPARK, Pliev and Poveliy have a long-standing relationship: in the mid-2000s, Pliev worked as a director at Alkos OJSC, and Poveliy was the chairman of the board of directors there.

Now the Pliev couple and the company decided to destroy their competitors with the participation of the security forces. It works like this: if you interfere with Pliev’s takeover of the market, you will get a criminal case or trouble with the security forces (searches, arrests, unpleasant conversations in a famous building on a famous street in St. Petersburg). According to some information, for the Plievs such “conversations” have already come from the Main Investigation Department of St. Petersburg to “Base Maria” and “Firm Floridan”…
