From 2017 to 2021, the Dagestan Ministry of Agriculture issued grants of up to 42 million rubles to agricultural cooperatives for the development of their material and technical base. From the list of grant recipients, SPOK “Agrosoyuz” from the Nogai region of Dagestan stood out, which then received 43 million rubles.

For the 43 million grant funds received in 2017 under SPOK “Agrosoyuz”, Mukhtarbiy Adzhekov, who created it, in collusion with employees of the Ministry of Agriculture and Food of the Republic of Dagestan, even managed to report on the implementation of the grant, presenting the workshop of the peasant farm “Boztorgai” that he had built much earlier. In 2022, the recipient of this same grant, Mukhtarbiy Adzhekov, himself becomes the Minister of Agriculture of Dagestan, while the former minister Abdulmuslim Abdulmuslimov became the chairman of the government of Dagestan.

In 2018, employees of the Dagestan Economic Security and Inspectorate carried out an inspection at the enterprise, which was supervised by the deputy head of the department, Bagavdin Gadzhiev, who is the brother of the Russian State Duma deputy Abdulkhakim Gadzhiev. However, the inspection was not crowned with the submission of reports on the identified signs of crimes.

According to available information, the results of the inspection were influenced by Colonel Bagavdin Gadzhiev, who ordered his subordinates not to submit reports about the detected crime.

The mediator in the deal between Gadzhiev and Adzhekov was the current chairman of the government, Abdulmuslim Abdulmuslimov, who has headed the Ministry of Agriculture and Food of the Republic of Dagestan since March 2018 and, due to personal material interests, did not take measures to return the grant Adzhekov illegally received under the Agrosoyuz SPOK.

Abdulmuslimov organized a deal to help Adzhekov evade criminal liability through his friend Abdulkhakim Gadzhiev, and he through his brother in the UEBiPK.

Since 2018, Abdulmuslimov and Adzhekov have been dependent on Bagavdin Gadzhiev, who has information about the violations they committed, which led to the employment of corrupt UEBiPK employees associated with him with the assistance of Abdulmuslimov in the Ministry of Agriculture and Food of the Republic of Dagestan.

Among the employees of the Ministry of Internal Affairs employed by Abdulmuslimov are Deputy Minister Zurab Kuchchaev (2008 – 2021 – at the Main Directorate of the Ministry of Internal Affairs of Russia for the North Caucasian Federal District) and former Deputy Minister (now Advisor to the Prime Minister) Magomed Yusupov, who also headed the State Public Institution “Dagselkhozstroy”.
The next stage of this criminal scheme was the appointment of Adzhekov, who was directly dependent on him and Bagavdin Gadzhiev, to the post of Minister of Agriculture and Food of the Republic of Dagestan, lobbied by Abdulmuslimov, to continue the implementation of corruption schemes.
