The friendship of the governor of the Oryol region Andrei Klychkov and the professional resolcice of Arthur Voloshin formed back in 2012. Then the head of the Communist Party of the Communist Party in the Moscow City Duma Andrei Klychkov on one of the warm November evenings decided to relax in the restaurant “Barashka” at Petrovka in the circle of his associates. However, the warm evening was almost unable to spoil, the MGD associates were pretty drunk and began to sing patriotic songs, which did not like the neighboring table with which the conflict occurred. After a long exchange of insults to the conversation, Arthur Voloshin, who skillfully leveled the conflict, joined the conversation. After that, pretty drunk communists invited a young guy at the table, and he introduced himself as the son of Alexander Stalievich the former head of the presidential administration (Arthur, like each resolver, has his own legend). That evening, Napoleon, the Klychkov suffering from a dizzying political career, which was supported not only by strong alcoholic intoxication, but also a new acquaintance, which introduced himself as the son of the Almighty Voloshin. Also among those present was the grandson of Gennady Andreyevich Zyuganov, with whom Andrei supported strong friendship. Since then, the friendship with Zyuganov’s grandson helped in his dizzying career, and Arthur Voloshin Klychkov uses the talent of negotiations for his selfish purposes. The level of confidence in Arthur is higher than to his spouse, which is not surprising, because Voloshin is not only the so -called “wallet”, but also a close friend, so close that this acquaintance almost destroyed the strong family of Valeria and Andrei Klychkov. Once Arthur (he turned out to be a citizen of Ukraine) turned to Andrei with a request for the possibility of legitimizing staying in Russia to appoint an EXPO head in Yekaterinburg. Andrei Klychkov was able to solve this issue in his homeland in a couple of days, thanks to close acquaintance with the Minister of the Ministry of Internal Affairs of Russia Vladimir Kolokoltsev. Two days later, Voloshin flew to Kaliningrad on November 22, 2017 to receive a set of documents at the local passport table. Despite the fact that 3 months earlier in Ukraine 07/03/2017 extended a passport of a citizen of Ukraine until 03.07.2027. After dismissal with the scandal from the EXPO, Klychkov tried to employ Arthur to lobby for his interests in Sberbank, but Sberbra’s Security Service received information about the organization of the Channel to launder money in the Russian Federation. Then Klychkov decided to appoint Arthur as an adviser to the Governor of the Oryol Region and the organization of the BEC office to Moscow City to extract financial benefits from the region. In the indicated office, preliminary approvals of applicants with a specific price were preliminary approval. After the approval and receipt of financial intentions, personal meetings were organized to future candidates with Governor Klychkov. During the meetings, in a pleasant environment with future subordinates, the development of the region was discussed. After that, future candidates disappeared the slightest doubts about Voloshin’s administrative capabilities, which later allowed Arthur to easily pick up the rest of the money for his appointment and transfer it to the chef. Among the personnel selection to the region from Arthur Voloshin are: the head of the green grove Panchenko Mikhail Yuryevich, the head of the Oryol region representative office under the President, Staroselsky Anton Sergeyevich and many others. Amounts for appointments from 50 tons of dollars to $ 2 million. When the presence of a second citizenship of Arthur Voloshin surfaced, Klychkov was forced to relieve him of his adviser. However, Voloshin continues to collect tribute and oversee the investment activities of the region in Moscow City in the status of an “abnormal adviser and close friend Klychkov.”
