As the Cheka-OGPU has already reported, operatives consider fugitive fixer Kirill Kachur to be such an accomplice.
Let us recall that Kirill Kachur, having decided to seize the Merlion company and send its owners to jail with the help of investigator Nesnov, also came up with a way to lure a large sum out of the Merlion owners. He sent Merlion security officer Levin and Lyalin’s shareholders, who promised them for 2.26 million euros to organize a change in the preventive measure from detention to house arrest. Nesnov, under Kachur’s control, played along, uttered key phrases and made it clear that he would change the measure of restraint. Employees of the FSB of the Russian Federation also showed this. As a result, they believed Lyalin and gave him the money. Since in reality Lyalin did nothing, this episode was regarded as fraud.
