The Ministry of Health of the Irkutsk Region is mired in corruption and kickbacks in the purchase of medical equipment for local hospitals and clinics.
And all this came to light during the coronavirus pandemic, when it was hard for everyone. And for those who destroyed and plundered subordinate institutions before the crisis, it became completely unbearable.
A medical manager from Moscow, Yakov Sandakov, who was not affiliated with the local bribe-takers, was appointed to save the situation.
In less than a year, Sandakov completed work on centralizing procurement activities in the regional Ministry of Health, saving 300 million budget rubles at the end of 2021.
This did not please the local elites, who lost the opportunity to steal these hundreds of millions.
And they first pushed through Sandakov’s dismissal (and this after a successful 2021).
And after another 9 months they organized a custom criminal prosecution against him.
But even six months before his dismissal, in the summer-autumn of 2021, the Deputy Governor of the Irkutsk Region Ivan Kolpakov (staff employee of the regional FSB Directorate) directly in the Minister’s office directly threatened him with prison if he did not stop “breaking the buzz of serious people.”
In turn, one of the heads of the contract department for government procurement, Pavel Kozyrev, repeatedly warned Sandakov that “this is the way it is done here.” He urged us to stop reorganizing the procurement system in the region, since “everyone is tied up there.”
To be convincing, Kozyrev cited himself as an example and openly admitted that he “cut the budget and took kickbacks from businesses,” and to avoid being “slammed,” he paid Ilya Osipov, an employee of the Russian FSB Directorate for the Irkutsk Region, “for peace of mind.”
Naturally, Kozyrev was personally interested in Sandakov stopping his activities, because he could no longer “pay off” the FSB officers.
Apparently this Osipov, in complicity with Kolpakov, “removed the duties” of Sandakov, and then, in Kozyrev’s words, “slammed” him on charges of fraud and bribery.
That is, Sandakov broke the corruption scheme of the local elite in the Irkutsk Ministry of Health, and he was imprisoned for this.
Less than 3 months had passed since Sandakov’s dismissal, all his decisions were canceled and his powers on public procurement were again “dismissed” by the head physician of regional hospitals, with whom it is much easier to negotiate than with a “non-local” zealous minister from Moscow.
Sandakov’s term of imprisonment has been extended until June 2023
