For more than 6 months, the trial of the former Minister of Innovation, Communications and Open Governance of the Tula Region, Artur Kontrabaev, and the director and co-owner of the IT company Smart Delta Systems, Alexey Chernousov, has been going on in Tula. Kontrabaev and Chernousov are accused of “using” 68.3 million budget rubles that were allocated to modernize the health care system for the Tula region – while they allegedly did not create any digitalization system. In legal terms, charges were brought against Kontrabaev and Chernousov under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (“Misappropriation or embezzlement committed by an organized group or on an especially large scale”).

To clarify who is right and who is wrong, the court summoned a representative of the injured party, that is, the government of the Tula region. It was at this meeting that a funny thing happened when the “injured party” abandoned its claims. Specifically, a representative of the government of the Tula region, answering questions during the meeting, denied that the regional health care system had been damaged.

According to the representative, the system was implemented by Smart Delta Systems in 2013 and has been working well since then, meeting the needs of regional healthcare.

A representative of the government of the Tula region provided the results of the examination, according to which Smart Delta Systems did not violate the concluded contract, the fact of damage was not established and, accordingly, its extent was not determined. Moreover, the government of the Tula region is satisfied with the work of the information system and officially declares that it has no complaints against the contractor.

According to Oleg Nikulenko, a lawyer at the EcCorp-Zashchita bar association, this situation can be compared to what would happen if a living and healthy person came to court, but the investigation would still continue to stubbornly assert that this citizen is a corpse, so it is necessary to judge those , who allegedly took his life.

“… here a living and healthy victim comes to court, says that he is alive, healthy and happy, but the investigation continues to claim that he is dead, dead since 2013, backing up his fantasies with an expert opinion. Absurd? Indeed, it’s absurd, but this is exactly what the charge brought against Chernousov looks like,” said lawyer Oleg Nikulenko.
In fairness, it must be clarified that before this, the health information system of the Tula region was set as an example for everyone for many years. That is, the question that there is no digital healthcare in the region immediately disappears.

Veronika Skvortsova, being the Minister of Health, during a visit to the Tula region in 2018, noted the high level of electronic document management in the regional Ministry of Health.

And in February 2021, Deputy Prime Minister Dmitry Chernyshenko announced that the Tula and Tambov regions took the leading places in the ranking of the digital maturity of the constituent entities of the Russian Federation in the field of health care.
