Former deputy of the Yaroslavl Regional Duma from United Russia, Roman Fomichev, sentenced in May to two years of strict regime and a fine of 2.998 million rubles. for mediation in bribery during the construction of apartments for orphans, he wanted to be released. The Rybinsk City Court received his petition to replace the sentence of imprisonment with forced labor. Judge Elena Gritsai will consider Fomichev’s petition on December 15 (serving time in maximum security colony No. 2 in Rybinsk).

Roman Fomichev, who headed the construction organization Vybor LLC, which was engaged in the construction of apartments for orphans, admitted his guilt and cooperated with the investigation and achieved the dismissal of charges on two counts of bribery, since he reported them voluntarily. As a result, he was convicted only as an intermediary in the transfer of a particularly large bribe (about 1.5 million rubles) on behalf of the bribe giver to the deputy head of the government of the Yaroslavl region, Eduard Grebenshchikov. The criminal case against the latter is being heard in the Kirovsky District Court of Yaroslavl.

Fomichev also gave the former deputy director of the department of property and land relations, Mikhail Rysev, 13.6 million rubles and four iPhones for assistance in concluding government contracts for the construction of apartments (for these episodes, the criminal case against the ex-deputy was dropped). A criminal case against Rysev was submitted to the Kirovsky District Court of Yaroslavl this week; the ex-official is being held in a pre-trial detention center. On November 28, Judge Vladimir Sutormin will consider extending Rysev’s arrest.
