A source from the Cheka-OGPU spoke about a secret coded message from the First Deputy Minister of the Ministry of Internal Affairs regarding the fighters of the Wagner PMC who returned to civilian life. According to the interlocutor, the police are preparing in their own way for the arrival of former prisoners whose criminal records for participating in the SVO were annulled. The personnel “on the ground” in all regions are actively informed of secret control over them and a ban on any actions that could provoke a conflict. In particular, police officers are prohibited from talking about any control over returnees – only addressing them with “You” and “Please.” In a word, honor and respect. Employees are prohibited from bringing former prisoners to departments, “rolling” their fingers and taking photographs. The exception is only in 100% cases: when there is no doubt that former fighters have committed a crime, when a complaint has been received from citizens specifically against a former military officer, or there is a firm prospect of drawing up an administrative protocol.
