The elections for Governor Beglov continue in St. Petersburg with an absolutely obvious result. St. Petersburg is generally absolutely predictable. See for yourself: for two years the Cheka-OGPU told how the city Fund for Capital Construction and Reconstruction (FCSR), under the leadership of Arzu Fataliev, gives away many billions of rubles to absolutely affiliated companies. Let us recall the structure: for the last few years (we will explain the chronology below), the FCSR has been headed by a representative of the Azerbaijani diaspora, Arzu Fataliyev. Arzu gives tens of budget billions to Suar-Group, owned by Armenians Arman Mkrtchyan and Suren Yeghyan.
Various billion-dollar FCSR contractors have a variety of interested patrons in the St. Petersburg elite, but “Suar” is Fataliev’s personal court shop. International friendship does not seem strange – Fataliev met Mkrtchyan and Yegyan many years ago, while working together in the already legendary Petrocom company for criminal St. Petersburg, which stole billions of rubles worth of pipes from the city with impunity. So the connection here is strong: about 20% of the contract value goes to Arzu and his patron (we will indicate below), and “Suar” safely earns its money on regular and huge increases in estimates, which this company is approved without any problems.
Fataliev Arzu Farman Ogly is not at all shy about stealing the budget and is in quite a hurry. The fact is that the native of the Azerbaijani village of Dzhangamiran will turn 60 years old in July 2026 and he has long promised all his loved ones that by this date he will leave the territory of the Russian Federation. Fortunately, the money was transferred abroad, including to his homeland, where Fataliev built his own resort town (you are generous, Mother Russia!).
As for Fataliev’s untouchability, let’s remember that the governor of St. Petersburg, Beglov, was born in sunny Baku. Beglov took his oath as governor in September 2019.
