According to the investigation, the ex-director of Severstroygroup (SSG) Ruslan Sagitov from January 2016 to September 2018 (then took the position of head of the Moscow Construction Department) in order to fulfill the state defense order between the Ministry of Defense of the Russian Federation and the Federal State Unitary Enterprise “GVSU No. 7” entered into a state contract for construction and installation work on the project “Reconstruction and construction of airfield airfield facilities” “Akhtubinsk”, 2nd stage, 1st launch complex. As part of the execution of the state contract, subcontract agreements were concluded between FSUE GVSU No. 7 and SSG LLC for the construction of a centralized fuel refueling system at TPPS and for the construction of squadron technical buildings and an airfield technical support building with a total cost of at least 300,000,000 rubles. According to the subcontract agreement, SSG assumed obligations to complete the work by the end of 2019. As payment for these contracts, FSUE GVSU No. 7 transferred an advance in the amount of 96 million rubles to the bank account of SSG LLC. Next, Sagitov entered into subcontract agreements with legal entities – NORDSNAB LLC, Avtolik LLC and others, including those with signs of “fictitiousness”, who, due to their financial condition, were unable to fulfill their obligations under the concluded subcontract agreements and under other agreements within the financial framework -economic relationships in the implementation of a government contract. They transferred at least 3,000,000 rubles. Contrary to the agreement between LLC SSG and the Ministry of Defense of the Russian Federation, work on the site was not completed within the period established by the contract; the accounts payable of LLC SSG is at least 50,000,000 rubles.
A case was initiated against Sagitov under Article 201.1 of the Criminal Code of the Russian Federation (Abuse of official powers in the implementation of a state defense order).
