Do you think that the nightmares of the 90s in Russia are over? You are mistaken and here is an example: a child who was hit by a car to death in the Pskov region was found to have alcohol in his blood, and the police chief, the forensic expert and the driver are closely connected by family ties.

The driver of the Niva-Chevrolet, Vasily Sotskov, hit and killed a 14-year-old teenager on the 14th km of the Novosokolniki-Fetinino-Navra highway towards the village of Ramenye. The boy was riding a bicycle along the side of the road and died on the spot. The scene of the incident was a wide empty road with no stopping distance.
Only a day after the death of the teenager, investigator of the Investigative Department of the Ministry of Internal Affairs of Russia “Novosokolnichesky”, Lieutenant of Justice A.A. Vasilkova opened a criminal case against an unknown person, provided for in Part 3 of Article 264 of the Criminal Code of the Russian Federation – violation of traffic rules resulting in the death of a person. Upon the death of a child, the law obliges to initiate a criminal case immediately. The resolution to initiate a criminal case is dated July 23, 2023, at 11.00. By this time, Ivan Prygunkov had been dead for a day. The license plate number of the car was immediately known, as was the driver – not only to the investigator, but also to all local residents – this is the neighbor of the deceased boy – who, according to residents, constantly drives drunk. The relatives were given a notice, not a ruling. The driver was not tested for the presence of ethanol in his blood. However, the child was tested for alcohol during the autopsy. There are only three questions posed to the expert – bodily injuries, cause of death and whether Prygunkov I.M. at the time of death while under the influence of alcohol or drugs?
Ethyl alcohol in the blood was found in the amount of 1.1 g/l. There is no analysis of urine or stomach contents for ethanol.
A rather strange question about alcohol intoxication for an expert who is examining the body of a child who died in an accident. The conclusions of the forensic medical diagnosis state that “the death of Prygunkov I.M. occurred as a result of severe traumatic brain injury (fracture of the bones of the vault and base of the skull), accompanied by multiple fractures of the skull bones, complicated by cerebral edema. Between all the bodily injuries and the death of Prygunkova I.M. there is a direct cause-and-effect relationship.” Having read the Conclusion of expert No. 1702 of the State Budgetary Institution of Health “POBSME” Zuev R.A., the teenager’s relatives came in a state of shock – everyone in the village knew the child, the boy was well-mannered, studied well, was going to enter a military school, and never showed any interest in alcohol. Local residents explain the appearance of such conclusions from the expert by ordinary nepotism – Vasily Mikhailovich Sotskov, who killed a child on the highway, like the aforementioned expert Zuev, are relatives of the lieutenant colonel of the Ministry of Internal Affairs, the head of the line point Sergei Mikhailovich Zuev. The criminal case was initiated so late that a medical examination of the driver for the presence of alcohol in the blood, given the fact that this person is unknown to the investigator, was simply ignored. No one presented the protocol with a conclusion on the condition of the driver at the time of the accident, which the relatives requested, guided by secrecy. It is possible to take tests as part of a criminal case, but if it is initiated within a day, and it is not clear against whom, then, accordingly, it is simply impossible to take tests for the presence of alcohol, because according to the documents there is no one.
Relatives understand that the local Investigative Committee, the police and the ICE bureau are so connected that the truth cannot be achieved in the Pskov region. Mutual responsibility does not spare even murdered children here.
