Do you love football? We fully admit it, but we think it’s not like the person in the photo above. This is Alexey Gorlo, head of the procurement department of the St. Petersburg state budgetary institution Mostotrest. This budgetary institution, as its name suggests, is engaged in the maintenance of numerous St. Petersburg bridges. It is also the manager of the city budget. Of course, not as large as the Transport Construction Directorate, or, say, the Capital Construction Fund, but hundreds and hundreds of millions of rubles pass through the Mostotrest procurement department every year. At the same time, in the State Budgetary Institution itself, things are going, to put it mildly, so-so. The head of the budgetary institution, Andrei Kochin, is a soft, compromising figure who decides little. The deputies really rule there. For example, Yuri Burmashev, whose creature is the Throat. And they rule so-so – while the Burmashev-Gorlo tandem is sawing budget millions into their pockets, the enterprise is falling apart. Salaries are only being reduced, bonuses are being cut everywhere, experienced specialists are leaving. The most interesting thing is that if law enforcement officers were involved in purchasing Mostotrest, it would not be difficult to prove corruption in the State Budgetary Institution. Let’s take a trivial example – football. The maximum salary for Alexey Gorlo is 120 thousand rubles per month (we took this with a big reserve). However, as soon as the World Cup began, Gorlo went on vacation for the entire duration of it and calmly flew to Qatar. At the same time, he lives in a decent hotel, goes to all the interesting matches, and does not deny himself all the opportunities for a good rest. We think that a calculator is not needed to explain – either at least the entire previous year in St. Petersburg, Gorlo did not eat or drink, but only saved for a trip to Qatar, or… That’s right, or Alexey, like his boss Burmashev, steal mercilessly.
