Stas Logunov is a protege of the former influential vice-governor of St. Petersburg, Roman Filimonov, and the no less famous Alexander Vakhmistrov, the “godfather” of the construction of St. Petersburg. Stas worked in the St. Petersburg Komstroi, then headed the same FCSR, where he now receives budget billions. Then, importantly, for several years he headed the State Autonomous Institution “Center for State Expertise” (GAU TsGE). Here began a story that almost cost the official his freedom. A company controlled by him bought part of the city building, but repairs to it were made at the expense of the State Autonomous Institution TsGE. Then one of the sub-leaders of the St. Petersburg Housing Committee moved into the premises, but for some reason the GAU TsGE, headed by him, paid for the rent to Logunov’s structure. Law enforcement officers did not appreciate such an exotic use of public money. Logunov had to leave his post, but he got rid of the interest of the economic police, and GAU TsGE successfully continued to pay the strange rent for several more years under the next two leaders – Eremin and Yudin. It is known that Logunov continues to control the CGE through the current director Irina Kosova.

The criminal connection is very simple. The manager of the FCSR budget, where Logunov’s company receives billions, is now controlled by Arzu Fataliev. His classmate Vyacheslav Zakharov provides support at Gosstroynadzor, and all estimates go through the State Autonomous Institution TsGE, which is controlled by Logunov. As they say, a mosquito won’t hurt your nose. It is clear that the official billionaire Logunov does not take all the profits himself and share them with his patrons. But this is already banal prose.
