The scheme of the theft of budget funds (surcharges to teaching for non -existent loads and work with the return of illegally overtaken money after their withdrawal from the card already in the form of cash to the dean) is used not only at the public administration faculty. Exactly the same scheme is used at another faculty of IGSU (IGSU is an institute in the RANEPA) – the faculty of foreign regional studies (ZR), where the dean is Mrs. Komlev Valentina Vyacheslavovna. She also for a long time was the dean of the main faculty of IGSU – the faculty of state and municipal administration (GMU). With a comoleva, these thefts began to be carried out massively, but only the teachers did not get anything from this.
What is the motivation to participate in this?
The fact is that the teaching staff (candidates of sciences, professors, associate professors!) As if they were again in the 90s. Those who refused to participate in fraud with prizes were under terrible pressure, Komleva literally threatened people, boasting of their immunity and connections at the very top. Teachers who did not participate in the schemes themselves became victims of unscrupulous provocations, and were expelled from the academy with scandals.

But this is even less evil. Under Komleva, a monstrous system of students of students at each session was organized. For different departments and for different teachers, plans were verbally set – who should bring how much! Unified prices were developed: the exam cost 30-50 thousand (for some students up to 100 thousand) and as it called a turnkey session cost 500 thousand (but for those who did not appear at all the price could be 1 million).
