As a source of the Cheka-OGPU said, Shuvalov, who is also the new leader of Kulikov, acted as a moderator of the process of transferring cases. The circle of agreements in absentia included: the absence of criminal prosecution of Chubais, Udaltsov, Kiselev and Podolsky, as well as Chubais’ expert support for the functioning of Rusnano. It was assumed that Kulikov and Chubais had the right to call each other and have an honest exchange of opinions.
Time has shown that the parties interpreted the agreements reached too differently, and Shuvalov did not really want to be their holder and guarantor.
As a result, the agreements began to collapse. Chubais sincerely believed that the agreement between Rusnano and Asnis and Partners for the provision of legal services was an integral part of such agreements. Kulikov was puzzled by the two hundred million price of the contract and was not ready to pay Chubais’s lawyers that kind of money.
In February 2021, Asnis was informed that Rusnano’s contract with him would be terminated. This fact will have a strong impact on the course of all old criminal cases: now only the above-mentioned four are on the list of untouchables; they will be protected even at the cost of outright surrendering the rest of the team members to the security forces.
In March 2022, Chubais will leave Russia. It is believed that the reason for leaving was the war. This is not entirely true. Chubais suddenly realized that leaving Rusnano and becoming a special representative of the president did not solve any problems. He is still under harsh criticism, his former comrades continue to drag a heap of their problems to him, creating a nightmare and unsettling him. As a result, I’m tired, I’m leaving, I want to give it all up and leave….
Let’s return to Rusnano. After March 2022, the relationship between the old and new leaders of Rusnano only worsened. The new leader Kulikov greatly irritated Chubais with his clumsy steps: projects, even those that seemed stable, suddenly fell apart, building relationships with the Ministry of Finance and VEB was not possible with the word “at all,” Kulikov’s team was endlessly changing: some incapable ones replaced others. Chubais remained to blame! This development of events should have led to direct conflict and did.
In April 2022, Kulikov asked Prosecutor General Igor Krasnov to check the company’s work for 2010–2020, when it was headed by Anatoly Chubais. By this time, Chubais had resigned from the presidential administration and left Russia.
On October 3, 2023, Kulikov goes all-in and declares Rusnano’s inability to pay off current debts in 2023 from its own funds. The OGPU Cheka wrote about the reasons for this step a few days ago. But, according to Kulikov, Chubais is again to blame for the bankruptcy of Rusnano.

It is very difficult to blame Chubais for the problems of Rusnano 3 years after his resignation. Chubais understands this and seems ready to strike back.
The essence of the plan is the active position of creditors controlled by Chubais in the bankruptcy of Rusnanotech. It is planned to carefully look at all Rusnano transactions made under the leadership of Kulikov, starting from December 2020, to correctly highlight the true reasons for the bankruptcy of Rusnano, the reason for which, according to Chubais, was the blatant mediocrity of the Suvorov innovator. Against the backdrop of Kulikov’s identified failures, Chubais’s activities will look exemplary, which should restore his lost reputation. All financial aspects of such activities will be supervised by one of the former financial directors of RAO UES of Russia, now located in London. Chubais left the coordination of PR support to himself.
In the first ten days of October this year, Chubais held a number of meetings (both in person and via video link) in Dubai, where he discussed the details of the plan… It seems that Chubais is tired of resting and making excuses, he is ready to fight again.
