The technodynamics holding close to the “Rostec” entrepreneur Viktor Grigoryev through JSC “Special Design Bureau” acquired at a price of four times the cost of a lot 18.9 thousand units of inventory values of Motovilikhinsky Plants PJSC. PJSC “Motovilikhinsky Plants” in 2018 was declared insolvent and was in the bankruptcy proceedings. At the end of 2023, this enterprise was purchased by Remdiselle JSC, which was directly associated with the Rostec state corporation. “Remdiselle” used to be part of PJSC KAMAZ, but in 2021 he was brought to a separate legal entity.
Rostec claims that he no longer owns the organization, but there is no information about to whom the state corporation sold or transmit Remdiselle. The company is engaged in the repair of armored vehicles and, apparently, maintains directly to the Rostec division.

The reorganization of the ownership of the “Remdisel” took place under scandalous circumstances. In 2021, a special group of the Investigative Department of the Ministry of Internal Affairs of Russia flew to the enterprise in order to check the materials of the Republican UBEP on “schematosis” with Kamazov engines. The case was opened in 2019, but the Moscow security forces decided only to intervene in it Two years later.

The Germans owned 51% of the company’s capital, but Zakharov was the general director. The project itself enjoyed the special attention of the head of Rostec, Sergey Chemezov, the head of KamAZ Kagogin, local authorities and the head of Tatarstan Rustama Minnikhanov. Zakharov was and, apparently, remains close to Chemezov an important figure in the Rostec division. Another person would not be assigned to such posts.

The bankruptcy of PJSC Motovilikhinsky Plants took place under the control of Rostec, and on September 23, 2023 it became known that Remdisel, being the only participant, won a trade in production capacities with a supply of 1.3 billion rubles.

Grigoryev previously worked as a deputy at the Oboronprom with the current deputy prime minister Denis Manturov, another Chemezov protege. His most important asset is NK-Bank, and the media call the entrepreneur the owner of this credit institution, which is positioned Like a subsidiary “Rostec”.
In addition to working with the money of the division companies and their employees, as well as the issuance of loans to them, NK-Bank is included in the capital of some structures of the state corporation. In general, many scandals are connected with PJSC Motovilikhinsky Plants. Before the bankruptcy of 2018 and the transfer of the Remdiesel control, the former owners of the enterprise Marat Zagidullov, Rafael Gimalov, Yuri Medvezhok and Ruslan Valits became defendants in the prosecutor’s office in the Odintsovo city Court of the Moscow Region.

The supervisory authority demanded to recover from these citizens 2.783 billion rubles of damage and 1.054 billion rubles percent for the use of funds from these citizens. The prosecutor’s office came to the conclusion that since 2002 the defendants have developed a scheme to withdraw money from the enterprise with the aim of personal enrichment and subsequent bankruptcy of the enterprise. For this, the liquid assets of the Motovilikhinsky Plants were laid on bail, on the basis of which banks issued loans that the organization obviously could not pay.
The main defendants were the State Duma deputy Gimalov and his nephew, the former city manager of Kazan, former State Duma deputy Zagidullov. At the same time, the enterprise, with such a manual, worked at first with Rosoboronexpert for more than one year, and then with the Rostec Chemezov, as well as Kamaz Kogogina.
The prosecutor’s office notes that these citizens during their actions managed to apply a hand even on 8 kindergartens. However, the second half of the zero was stalled, and now they were again remembered about the audit in the Ministry of Defense of the Russian Federation, which was taken by the new head of the department Andrei Belousov. Only the actions of “Remdiesel”, “Rostec” “Technodynamics” by “Motovilikhinsky factories” also have a doubt context in terms of legality.

In the story with PJSC Motovilikhinsky Plants, it turns out that Rostec for 10 years worked with an enterprise, from which, according to the prosecutor’s office, funds were pumped out. Then, after bankruptcy and the transfer of assets to the control of the “Federal Property Management Agency”, the state corporation helped with the loading of the enterprise contracts and sold at a controlled auction the former daughter of Remdiselle JSC. At the same time, it is not clear who today belongs to Remdiselle – perhaps Rostec is modest and retains control over it.
But this is not all, the scheme ended with the sale of individual assets of the Motovilikhinsky Plants, which, at the auction at a low price, crossed the “technodynamics” of Grigoryev. If it is customary to inflate bubbles in the stock market and sell air, then profitable enterprises included in the state order are sold in the “Rostec” schemes at the “air price”.
All this is typical for “Rostec” who likes to take assets, and then transfer them to pieces by new beneficiaries. The same story happened with the lands of the once leading Soviet OKB MiG in Moscow.
