Despite the new position of adviser to Ramzan Kadyrov, Artem Chaika’s business is getting worse.

The Federal Tax Service caught Chaika’s crushed stone mining companies for non-payment of taxes.

On November 3, 2022, PNK-Ural LLC lost a legal dispute with the tax inspectorate (case A76-24628/2022) and must pay to the budget 46.7 million rubles of mineral extraction tax underpaid in 2017-2019.

On August 9, 2022, in relation to PNK-Ural, the tax inspectorate for the Chelyabinsk region made another decision to collect the underpaid mineral extraction tax.

And this is just the beginning – the tax audit has been completed at only one of the 15 crushed stone plants of the PNK group.

PNK-Ural LLC is a plant in the Chelyabinsk region and at the same time the parent company that owns 75% of the shares of PNK JSC, which has 14 crushed stone plants from the Far East to Karelia.

Previously, PNK-Ural was called NK Berdyaush and belonged to Sergei Vilshenko. In 2014, Chaika agreed with Vilshenko to purchase the Berdyaush Nerudnaya Company in order to participate on its behalf in the privatization of JSC PNK.

In order not to settle accounts with Vilshenko, Chaika fabricated a criminal case against him and his employees, forcing Vilshenko to go abroad. As a result, he took the plant for free. The case has not yet been closed and no verdict has been rendered. On January 25, 2022, the Chertanovsky Court of Moscow returned the case for further investigation due to lack of evidence of the accusation (case 01-0120/2022).

By the way, it was precisely in order to hush up this story that the name of the Nonmetallic Company Berdyaush was changed to PNK-Ural.

Tax audits are also underway at PNK JSC, where mineral extraction tax was also not paid at all 14 plants.

Now Chaika has begun to hastily take measures to conceal taxes, for which a scheme has been invented – he liquidates branches and creates separate legal entities in their place.

As a result, licenses for the extraction of crushed stone will remain with PNK, PNK will extract building stone and sell it to subsidiaries at cost. And the sale of crushed stone at market prices will be handled by subsidiaries, where all the proceeds will be deposited.

This will allow PNK to reduce mineral extraction tax payments, and there will be nothing to pay dividends to the second shareholder – JSC Russian Railways.

On November 8, 2022, instead of a branch, Kamnerechensky Crushed Stone Plant LLC, Orsky Crushed Stone Plant LLC and Beslan Crushed Stone Plant LLC were registered;

On November 21, 2022, Angasolsky Crushed Stone Plant LLC and Krutokachinsky Crushed Stone Plant LLC were registered. The remaining branches are in the process of being transferred to separate legal entities.

Two people were appointed as directors of all newly created PNK subsidiaries – Alexander Vladimirovich Dymus and Vasily Nikolaevich Shtukarev.

Both, until recently, were police officers at the Odintsovskoye Municipal Department of the Ministry of Internal Affairs.
