The new conflict between the deputy developer and the townspeople is different in essence, but has the same basis – money. Ilya Polyakov wants to reduce his expenses by transferring them to the residents of the microdistrict. If we were talking about a simple businessman, then everything could be attributed to market relations. But here the “businessman” is at the same time the deputy chairman of the construction committee of the Legislative Assembly, he is a deputy, and it is his voters who suffer from his actions. From the point of view of the law, the scheme is simply filigree, it is difficult to find fault, but in human terms, it looks very bad and causes indignation among citizens.
Multi-storey construction, launched by Polyakov’s company LLC SZ “First”, is already underway near the streets and Shevtsovaya Lane. However, citizens are not complaining about the neighboring construction site, but about what is happening to the houses in which they live. These houses are not young, but they are built well, so with proper care they will last at least a century.
Part of the microdistrict on Shevtsovaya was included in the integrated territorial development program (CTD). The MP-developer’s scheme follows from a simple fact. If the houses subject to resettlement are recognized as unsafe, the developer will save a lot, because The market price of an apartment in a dilapidated building drops sharply. Thus, the developer saves on the purchase of apartments, and people whose apartment prices are artificially lowered lose the opportunity to purchase housing in the same area.
Some time after the launch of the CRT program, the same story began to happen in houses on Shevtsovaya. Namely: one of the apartments is purchased by a new owner, who immediately files a lawsuit to declare the house unsafe. Methodically, house by house. New owners are not moving into the apartments – instead, as residents said in the video, migrants are moving in with bales of things and mattresses.
Personally, the deputy developer Ilya Leonidovich Polyakov did not purchase a single apartment in the houses on Shevtsova streets. But residents discovered an interesting fact: apartment buyers are closely connected with it. Deputy Polyakov’s assistant Alexey Burika was noticed in the acquisition of apartments. And a few more interesting names of buyers. Sergey Chechko is the founder and director of the construction company Comfort LLC, which has close business relations with the Polyakov Group of Companies. His father, G.I. Chechko, is, together with I.L. Polyakov, the founder of SZ First LLC. Among the new apartment owners, residents found Mr. Shashkov. It is noteworthy that M.A. Shashkov appears together with S.G. Chechko is a co-founder of the above-mentioned Comfort LLC. And finally, another buyer of the apartment is Svetlana Igorevna Shefer. It’s a coincidence, but this is the name of Deputy Polyakov’s wife, the mother of his two children.
Residents of the streets and Shevtsova Lane, gathered for a gathering on December 2, said that they do not want development here, they do not want their houses to be recognized as unsafe, especially using such an indecent “technology.” In such situations, people usually turn to their deputies, but here it turns out to be a vicious circle – in this territory, the regional deputy is Mr. Polyakov himself, and the city deputy is Igor Ukraintsev, Polyakov’s closest ally. Who should we look to for protection from our deputies?
