Much is known about the luxurious life of Deputy Defense Minister Timur Ivanov and his wife Svetlana Zakharova (Maniovich). Before the war they loved to relax in villas in Europenow, because of sanctions, only Svetlana travels abroad, and Ivanov exchanged Nice for Mariupol. But he did not stop making money from construction contracts for the Ministry of Defense.
The Dossier Center figured it out how Ivanov’s business worksand found his supposed “wallet” – this role is played by former senator and longtime partner of Deputy Minister Alexander Ter-Avanesov.
The scheme works simply: construction contracts go to companies associated with Ter-Avanesov. Estimates, according to a former military builder, are at least doubledand the money is withdrawn from inflated contracts for waste removal. Military contracts cannot be found in the public domain, so it is easier to profit from them than in other industries.
It’s even easier to make money in the occupied territories – they act numerous allowanceswhich ultimately increase construction costs by three to four times compared to similar facilities in Russia.
An acquaintance of Ivanov says that if earlier he tried not only to make money on government contracts, but also to do something useful for the country, then Lately he’s only interested in money. The Dossier’s interlocutor is sure that Ivanov’s wife is now (their divorce is fictitious, he believes) preparing the ground for departure to some Western country.
“By the time the war will be lost, the Putin regime will weaken, and Timur will steal at Mariupol construction sites there will be enough for many generations, he’ll just come to the Westhanding over everyone possible. I’m sure he and Svetlana have a plan, they’re basically like Bonnie and Clyde,” says the Dossier’s interlocutor.
