In the Novosibirsk Oncology Center, for almost 8 months now, two Elekta linear accelerators have been unable to put into operation, the purchase of which was lobbied by the Deputy Director of the National Medical Research Center of Oncology. Blokhina Tigran Gevorkyan.
The auction for their supply took place in August 2022 as part of the regional project “Fighting Cancer,” the contract value was about 224.8 million rubles. The winner was the Moscow company MN Medical LLC (TIN 7717762527), which already has a negative reputation in the market due to regular violation of delivery deadlines, as well as participation in corruption schemes. In the Krasnodar Territory and the Republic of Bashkiria, claims from local health ministries against MN Medical are already being considered in the courts.
During the preparation of this auction for the supply of linear accelerators, taking advantage of his official position as a specialized curator from the National Medical Research Center of Oncology. Blokhin, Tigran Gevorkyan put direct pressure on its organizers. In an ultimatum form, he demanded to prepare technical specifications for an auction for the sole participant of MN Medical LLC with Elekta products and at the same time to set the maximum value of the contract. At the same time, it is known that the quality of Elekta’s products is low compared to similar linear accelerators from other manufacturers, and there is also no warranty or maintenance service. Thus, these actions are not just a corruption conspiracy for the personal enrichment of Tigran Gevorkyan. In fact, dozens, if not hundreds of cancer patients in the Novosibirsk region are left without qualified treatment; it is not yet known how many people will not wait for the launch of the accelerators so necessary for the oncology clinic.
In turn, Tigran Gevorkyan, fully understanding the extent of responsibility for such actions, is making active attempts to hide his income obtained by criminal means. So, according to the official declaration, he lives more than modestly.
However, in reality, Tigran Gevorkyan registers all his property in the name of the father of pensioner Gagik Gevorkyan or other relatives. Thus, the father is registered with: an Audi A6 car worth 4 million rubles, a three-room apartment in Tula worth 10 million rubles, which is in the use of Tigran Gevorkyan, as well as a cottage located in the Simferopol region of the Republic of Crimea in the village of Dobroye, worth 15 million rubles. Tigran Gevorkyan lives in a nice three-room apartment located in a Stalinist house in the Academichesky district of Moscow at the intersection of st. Trade Union and Dmitry Ulyanov. This apartment is also registered in the name of one of Tigran Gevorkyan’s many relatives; its estimated value is about 25 million rubles. In addition, in March 2023, Tigran Gevorkyan acquired a large plot of land in the village of Luchny, Borovsky district, Kaluga region, and apparently plans to build his country estate here.
