The deputy developer Ilya Polyakov in Novosibirsk is increasingly called scandalous; he attracts scandals and conflicts like a magnet.

In early December, residents from Shevtsovaya streets in Novosibirsk recorded a video message on the direct line of President Vladimir Putin with a call to protect their homes from their deputy Polyakov, at the same time, people turned to the Chairman of the Investigative Committee, Alexander Bastrykin, for help. This news gave the residents of Shevtsova hope that the investigation would not be limited to finding the switchmen, but that by pulling a thread they would unravel the entire ingeniously tangled tangle. At the expense of people’s interests, Deputy Polyakov and his comrades tried to create favorable conditions for their business. A carefully thought out scheme was worked out.

Trusted representatives of the deputy developer Ilya Polyakov, who heads the Polyakov Group of Companies, bought apartments in a number of buildings. Among the buyers were the official assistant to the deputies of Polyakov and Ukraintsev, Alexey Burika, Polyakov’s wife, Svetlana Shefer, and Polyakov’s business partners, Sergei Chechko and Mikhail Shashkov. Immediately after the housewarming party, they submitted applications to recognize the houses as unsafe. What’s even more interesting is that it was not they personally who ordered the examination to recognize the unsafe condition of these houses, but Mr. Polyakov himself, as the head of the company Specialized Developer “First”. Polyakov found an appraiser 1,800 km from his hometown – in Magnitogorsk, but the distance did not become an obstacle to providing the results of the examination in just a few days. Of course, the residents themselves did not see any experts in their homes!

The conclusions of the expert assessors were of great interest to the investigation. After all, it was the results of these examinations that served as the basis for the interdepartmental commission to recognize the houses as unsafe and subject to demolition and resettlement.

Recognition of houses as unsafe immediately reduces the market value of apartments if the microdistrict is included in the KRT program – integrated development of territories. The CRT mechanism involves the purchase of apartments or the provision of other housing, but in dilapidated buildings the rights of owners are immediately limited. The developer receives not only an acceleration of the resettlement process, but also significant cost savings. For the sake of future profits, Legislative Assembly deputy Ilya Polyakov and his faithful ally, City Council deputy Igor Ukraintsev, infringe on the interests of their voters.

After the initiation of a criminal case and a public scandal, the usually self-confident Polyakov became nervous, launching a powerful PR campaign, not only making excuses, but also accusing residents of wanting to make money. Previously, he liked to talk about his friendship with influential generals and high-ranking officials. However, in this situation, it is unlikely that any of his “friends” will dare to influence the course of the investigation. The status of the deputy chairman of the construction committee in the Legislative Assembly and the reputation of the local oligarch can only impress well-fed journalists and officials of the regional Ministry of Construction.
