Deputy Chairman of the Government of the Russian Federation Denis Manturov did not become an honorary citizen of the Mytishchi urban district. His name completely disappeared from the agenda of the meeting of the Council of Deputies of the Mytishchi urban district, which took place on Thursday, August 18. This year’s only title “Honorary Citizen of the Mytishchi Urban District” was posthumously awarded to Theodor Orlovich, the founder of the Special Design Bureau for the Cable Industry. The deputies did not receive a clear answer as to where Manturov disappeared from the agenda.

The Mytishchi administration hoped to quietly resolve the issue of awarding the title “Honorary Citizen” to Denis Manturov. But all the documentation for the meeting of the Council of Deputies was laid out by opposition deputies – communists in the Communist Party of the Russian Federation-Mytishchi group, asking the question for what services to Mytishchi they want to award the deputy chairman of the Government of the Russian Federation with an honorary title. The information was also published by the Cheka-OGPU. Denis Manturov was also reminded of the information previously voiced in the media about the ownership of land plots and houses on the territory of the Pirogovo golf club by him and his relatives. And the construction of a gigantic temple complex with a budget of 2 billion in the forest on the site of the “Victory Forest” planted by the children. If the decision to award Manturov the title “Honorary Citizen” had been made by the Council of Deputies, he would have been entitled to payments from the budget of Mytishchi, a subscription to the Rodniki newspaper and compensation for funeral expenses in the event of death. And Manturov had already thought about death: 14 burial crypts were laid in the foundation of the temple.

In this regard, it is not surprising that at the same meeting of the Council of Deputies, the administration of the Mytishchi city district also thought about opposition deputies. The legal department of the administration introduced amendments to the district charter, changing the current electoral system in Mytishchi. Now residents of Mytishchi elect deputies using a mixed system: half from party lists, half from single-mandate constituencies. The administration proposes to elect deputies in five five-mandate constituencies, and cancel elections based on party lists. In this case, candidates with the greatest financial and organizational resources will be in the most advantageous position. As a rule, these are the heads of municipal organizations that enjoy the support of the administration, representatives of development companies or heads of housing and communal services structures. If amendments to the Charter are adopted in this form, independent candidates from parties other than United Russia are unlikely to enter the Council of Deputies. In this case, residents will learn the decisions of the Council of Deputies after the fact in the Rodniki newspaper, without being able to influence them, as happened with Manturov.
