At the Azimut Hotel, Volkov held a secret meeting with the editor-in-chief of the YARNOVOSTI news agency, Anton Tumanov. At the meeting, the task was set to significantly increase the production of ordered positive articles about Volkov’s “successes” and negative articles on individuals ordered by Volkov. A delicate situation forced Volkov to get out of his office to the hotel and change into a sports outfit in the middle of the working day – they agreed to pay for the work of YARNOVOSTI News Agency in the interests of Volkov from the funds of companies controlled by Lyubertsy businessman Yuri Titov, who was present at the meeting, as if for commercial advertising. Through Titov we agreed to build interaction.
Yuri Titov’s Mebel-Markt shopping center, which was unauthorizedly reconstructed in Yaroslavl from an abandoned dilapidated building without permitting documentation under the patronage of Volkov, risks being sealed in the absence of administrative support from the mayor. It so happened that Titov had nowhere to go.

In February 2021, Maxim Tarkhanov was detained by the FSB and is in custody on suspicion of theft of 500 million rubles during the construction of treatment facilities in the Ruza region, which were built only “on paper.” Before Vladimir Volkov was employed in municipal positions in the Yaroslavl region, his business (now transferred to his wife) did not reach the average level, by Lyubertsy standards, but he clearly had someone to follow as an example.
