An investigation was completed against employees of the Federal State Unitary Enterprise “National Fisheries” in Primorye: and again the iconic surnames float.
As it became known to the correspondent of The Moscow Post in the Primorsky Territory, the defendants in the case of giving a bribe of 11 million rubles for renting a passenger pier in Vladivostok finally charged. Among the accused is the former deputy general director of the Primorsky branch of National Rybresurs, Igor Ustinov, as well as the married couple – entrepreneurs Svetlana Zimagorova and Dmitry Zemskov. And the fourth accused is the ex -head of the Federal State Unitary Enterprise “National Resources” in Primorye Yuri Balashov.
Recall that the FSUE “National Rybresurs” is a subordinate enterprise of the Federal Fisheries Agency. And should ensure the interests of the state in public-private partnership projects implemented under the auspices of the agency, as well as in the field of the fisheries complex.
But what happens in practice?
As it turns out, the FSUE “National Rybresurs” has been “butt” for not the first year as a former (Darkin) and the current Governor of Primorye (Kozhemyako).
The pier diomid
Let us explain that the Primorsky branch of the FSUE “National Rybresurs” operates within the bays of the gold horn and diomid of the seaport of Vladivostok, the ports of Zarubino and the find, including sea terminals in the transformation and Livadia.
The branch provides services for the provision of berths for the parking of ships, the technological accumulation of goods on berths, the provision of berths for loading and unloading and others.
According to the investigation, from August to December 2021, Igor Ustinov, Deputy General Director of the Primorsky FSUE FSUE FSUE FSUP, received a bribe of 11 million rubles through intermediaries.
This “lamb in a piece of paper” helped the Primorsky businessman rent a whole passenger pier diomid in Vladivostok.

In the Investigative Department of the Investigative Committee of the Primorsky Territory, this businessman was found: the rental of the pier was interesting to the entrepreneur, director of the Sea Shipping Company of Vostoktranssservis Vladimir Rebikov, since the mail of the marine navigable company is located next to this berth.
But the case against Mr. Rebikov was terminated on non-rehabilitating grounds.

According to the Unified State Register of Legal Entities, Mr. Rebikov and Zimagorov were connected through See Harvest LLC (Vladivostok).

They owned shares of 75% and 25%, respectively.

In relation to the company, observation was introduced in the framework of insolvency (bankruptcy). In September 2023, three defendants were delivered from Moscow to Vladivostok.
And the Frunze District Court decided to conclude the whole Trinity in custody. Then the former general director of the Primorsky Federal State Unitary Enterprise “National Resource” Yuri Balashov was added to them.

As the investigation established, this was the “brain” of the entire operation with the berth of diomid.
Passions around the fish port
But, as it turned out, FSUE “National Rybresurs” is not the first time in the epicenter of high -profile events. So, in February of the past, 2023, the arbitration of the Primorsky Territory completed the consideration of the claim of the Vladivostok fish port to the Federal State Unitary Enterprise “National Fisheries”, which has been obeyed since October 2021. Indeed, around this port of Vladivostok, in which the interests of the families of the former governor of Primorye Sergey Darkin and his successor Oleg Kozhemyako came together, wild passions will not subside.

The plaintiff demanded to force the FSUE “National Rybresurs” to conclude an agreement on the organization and ensuring the continuity of the technological process of the provision of services in the seaport.
The Port’s leadership required the Federal State Unitary Enterprise “National Rybresurs and the Federal State Budgetary Institution of the Administration of the Sea Ports of the Primorsky Territory and the East Arctic-the service of the captain of the seaport of Vladivostok” to perform actions that limit the mooring of the vessels to the berths No. 44-54, which are located on Berezovaya Street, 25 before the actual execution of the verdict. It should be noted that the quarrels of the fish port and the FSUE “National Rybresurs” began for a long time. And this is not the first loud battal.

Prior to this, under the lawsuit of the “National Resource”, the court ordered the fish port to return the rented berths “with all inseparable improvements.”
Note that the Vladivostok fish port is the successor of the same state enterprise, which has been working since 1938.
But today, like many other strategic assets, these are private property, in the list of shareholders of which there are many remarkable people.
According to the data on December 31, 2022, 47.37% of the shares belongs to Alexander Evdokimov, who was affiliated with the family of Governor Primorye Oleg Kozhemyako.

Another 51.9% of the shares of the fish port had LLC “Geoteks”, and these are the connections of the former Governor of Primorye Sergey Darkin.
But July 2022. 90% of the share in the LLC belongs to the Tiger -infrastructure company, and 10% – Dmitry Martynov. The company “Tiger-Infrastructure” belongs to Dalinvestgroup JSC. And the controlling shareholder of the latter was Darkina’s wife, actress Larisa Belobrov. In the reports of both Darkin and Belobrova belong to the same group of persons as the port.
