Cutting continues on federal highways in the Northwestern Federal District, which is managed by a group of officials from the Ministry of Transport. Colleagues from the Fox editorial office report that the next 2.2 billion rubles. for the repair of the A-122 highway in the Pskov region went to the companies “Buer” and “Automobile Dear Pskov” (ADP). As the Cheka-OGPU has repeatedly written, among the key figures on the part of officials patronizing the cutting are the current First Deputy Minister of Transport of the Russian Federation Andrei Kostyuk, his predecessor Roman Starovoyt, now the head of the Kursk region, ex-Minister of Transport Maxim Sokolov, now destroying Avtovaz and other well-known personality.
However, it is necessary to make one remark. According to a source in the Ministry of Transport, over the past years the structure of organized crime groups has changed significantly. If earlier businessmen, who constantly received road contracts, were in a kind of vassalage of officials, now, having pumped in tens of billions of rubles, they have become completely independent players, working with the gang in the usual way according to the “pay kickback – free” scheme. The largest companies operating under this scheme include Vladimir Leiman’s Buer, Sergei Rakcheev’s ETS and Terra, and Sergei Trubnikov’s ADP.
However, as the Cheka-OGPU wrote, the interests of businessmen associated with the group are not at all limited to roads. For example, they are using tens of billions of rubles on contracts from Rosseti, and recently entered into a powerful contract from the St. Petersburg Vodokanal. The latter became possible after the defeat of the famous Orthodox oligarch Konstantin Goloshchapov (Kostya Moshchevoz), who previously completely controlled the Vodokanal of St. Petersburg.
