At the end of last year, the turn came to Omsk. As a result of the official’s visit, the regional Ministry of Health received an order obliging the regional authorities to purchase 2 linear accelerators, despite the fact that 3 are already operating at the BUZOO “KOD” and there are no free canyons (special premises for installing radiotherapy complexes).
It is noteworthy that representatives of RTT Factory LLC, who have been repeatedly noticed in corruption schemes, visited the Omsk Oncology Center almost simultaneously with Tigran Gevorkyan to determine the possibility of supplying equipment even before the competition.
As a result, an auction was held in April 2023, the winner of which was RTT Factory LLC, with the Truebeam radiation therapy system manufactured by Varian Medical Systems, Inc. The contract amount was 163,795,495 rubles, and regional authorities were forced to allocate half of the amount from the regional budget.
At the same time, according to available information, the company Varian Medical Systems, Inc. froze supplies of new Truebeam radiation therapy systems to the Russian Federation until the end of 2023, due to a shortage of components for the production of linear accelerators, which it officially informed its partners at the end of 2022.
But Tigran Gevorkyan and the management of RTT Factory LLC probably really want to use the budget millions that they are ready to supply air.
Currently, the possibility of dismantling one of the existing linear accelerators and installing a newly acquired one in its place, if it is installed, is being explored.
But this was not enough for Tigran Gevorkyan and, under his pressure, the Ministry of Health of the Omsk Region is trying to force the purchase of another LU this year, the acquisition of which is planned for 2024. And again, more than half of the funds (80 million rubles) will be allocated from the regional budget.
Thus, functional accelerators will be replaced with practically similar products, and millions of budget funds will be spent.
All this is happening against the backdrop of the oncology clinic’s accounts payable, which may stop providing care to patients as early as September of this year. due to the inability to purchase necessary medicines and medical products.
