But the main thing worth paying attention to is the goals of privatization, which are declared by the government of Governor Beglov. Among them is “increasing the efficiency of use of the enterprise’s property complex during the reconstruction and construction of new heat supply facilities.” The Cheka-OGPU will translate the words of Director Boltenkov from bureaucratic into human dialect. It sounds like this: “Removing property from the balance sheet of a state unitary enterprise is much more difficult and dangerous than from the balance sheet of a joint-stock company. And if we (officials from the St. Petersburg heat and power industry) want to sell a lot of large plots in the city center, which are now occupied by old energy facilities, for commercial development, and put billions of rubles in our pockets from developers, such a transformation is simply necessary. What about city networks? No bullshit – we’ll take the commercial billions for ourselves, and we’ll design and build the networks at the expense of the city budget.” Brilliant, isn’t it? But – nothing surprising. We have already written more than once about how Ivan Boltenkov’s team is working on cutting up government contracts, allocating billions of rubles to close companies, and then increasing the cost of work by hundreds of millions. Corrupt officials have nothing to fear – the ex-deputy head of the Federal Security Service of the Russian Federation for St. Petersburg and the Leningrad Region Ershov Gennady Borisovich now works as the deputy general director of the State Unitary Enterprise “TEK St. Petersburg” for the security regime and covers the activities of Boltenkov’s team at the highest power level for the city.
