Colleagues report that Andrei Kochin, who has held it since April 2019, will soon leave the post of director of the St. Petersburg state budgetary institution Mostotrest. Not surprisingly, one of the major managers of the city budget is in complete chaos, payments to contractors are seriously delayed, experienced employees are being fired, and there are problems with salary payments. This, of course, in Russian realities will not surprise anyone, but something else is funny – this time the reason for the collapse of a strong state budgetary institution was not theft on the part of the director, but his complete “toothlessness.” The fact is that Mostotrest is subordinate to the Committee for the Development of Transport Infrastructure (KRTI). Last fall, the local elites of St. Petersburg once again lost the fight for the chair of the chairman of this key committee. Alexander Fedotov, a native of Rosavtodor, was appointed acting. As is customary in this structure, along with the acting acting director, a whole retinue of his minions came to the committee, whom he needed to shove into various “sub-departments”. So the number of deputy directors of Mostotrest suddenly grew to ten people, for many of whom the area of ​​responsibility was not even indicated on the institution’s website. Not surprising – these people do not go to work, do not appear on the committee, but only receive huge salaries and lobby the interests of Fedotov’s patrons in the distribution of the budget between the necessary contractors. Kochin did not oppose the appointments (and could not), and will not (and cannot) defend contractors who have previously successfully worked with the State Budgetary Institution, as well as experienced employees being dismissed. Well, a Rosavtodor creature will soon also appear in the chair of the director of the State Budgetary Institution Mostotrest.
