Colleagues report that a criminal case has been opened against one of the contractors for the construction of Gazprom’s giant gas liquefaction plant in Ust-Luga. So far we are talking about the non-payment of several million rubles in salaries to employees, but in general the situation is dire: the debt of the main contractor of the construction, Energy Technologies LLC (ET), to the executing companies amounts to billions of rubles. ET claims that the main developer RusKhimAlliance, under the leadership of the odious Gazprom official Kirill Seleznev, owes them billions, but they claim that the money has been allocated in full. The Cheka-OGPU will tell you where at least a billion rubles disappeared, which should have gone to the builders. It’s simple – using a simple scheme, the leaders of RusKhimAlliance stole the money. And the northwestern department of Rosselkhoznadzor and the Environmental Prosecutor’s Office of the Leningrad Region helped them in this. So: over several years of construction, about four million cubic meters of soil and various waste were formed that had to be disposed of. The average price for disposal at soil reception sites was about 100 rubles per cubic meter. But! A certain company, Polygon Ecostroy, leases an agricultural plot not far from the construction site. Next, a project for the reclamation of the territory appears, which is approved by the Rosselkhoznadzor department. Then the deputy director of RusKhimAlliance, Oleg Davydov, sends a letter to the ET contractor, in which he recommends that the soil be removed to this particular reclamation site. The head of the ET branch Chernogor gives the same recommendation to subcontractors. Contractors are not allowed to transport soil to other sites, all neighboring soil receiving sites are inspected by Rosselkhoznadzor and the prosecutor’s office, while Polygon Ecostroy is thriving. As a result, the cost of recycling a cubic meter of soil for this de facto monopolist rises to 300-400 rubles. That is, from two-thirds to three-quarters of the total cost of soil disposal (about 1.5 billion rubles) were blown out of thin air and then stolen! About six months ago, the crowded site was simply abandoned, the company’s management disappeared, and Davydov and Chernogor were also hiding abroad. And now RusKhimAlliance is trying to understand where the money pledged to pay the contractors went. A wonderful scheme in its simplicity, which would not have been possible without the most active support from the supervisory authorities.
