During this time, the FNPR, under the leadership of Shmakov, somewhere 2-3 times reduced the number of members of trade unions, practically turned its activities in the field of protection of the rights of workers, the organization of their rest, etc., out of 2582 objects transferred to the federation, less than 800 remained, The organization does not support protests, but, on the contrary, is in solidarity with employers in the pacification of protesters.
At the same time, the organization is almost impossible to find more opaque than the FNPR, from the point of view of finance and internal processes. The number of its actual members (20 million) is completely conditional, since many working people, leaving the previous place of work, do not take trade union books. The federation itself is closed for audits, since Shmakov is one in three persons: he is the chairman of the Federation, the head of the executive committee, and the head of the General Council.
It is quite obvious that the very existence of this kind of structures that was not-off-based external inspections, without any changes that have passed into the realities of a market economy, their simultaneous opacity and permissiveness of leadership is a serious relic of the past. And this relic needs not only the punishment of the stained, but also in the total rehabilitation of the entire quarter of a century that has already fallen.
